Short Description:

Overall goal


Civilians in Syria are respected and protected in accordance with International Humanitarian Law (IHL) and other applicable law. They are able to meet their basic needs and can restore or preserve their livelihoods and have safe access to basic services.


Expected results


In total, the ICRC aims to achieve the following results per Assistance sub-programme for 2020:

• Improve food consumption of 965.400 people

• Increase food production of 330.000 people

• Improve living conditions of 1.401.000 people

• Provide cash support to 8.500 people

• Improve access to water and sanitation infrastructure for 12.395.000 people

• Support 76 hospitals/health centers with access to services and materials

• Support 8 physical rehabilitation projects

• Improve institutional WASH and Shelter infrastructure that covers a total of 500 inpatient-beds.


Target group / Beneficiaries


With a contribution of EUR 1 million, the ICRC will be able to reach the following results to benefit 75,348 individuals and 1 hospitals/health posts:

• Improved food consumption of 25.078 people who are currently suffering from food insecurity or are at risk thereof, therefore adopt negative coping strategies;

• Improved living conditions of 25.263 people in terms of availability of essential household items (e.g. blankets) but also education for Children;

• WASH and Shelter activities for 25.007 people that cover basic water supply and sanitation infrastructure but also better housing and accommodation;

• Access to services and material for 1 medical facility ensured, which include supplies, staff, training, etc.


The ICRC works closely with the Syrian Arab Red Crescent and carries out ist program in Al-Hasakah, Al-Sweida, Dara’a, Damascus, Homs, Tartus, Hama, Idleb and Aleppo.


The Austrian contribution is a co-funding consisting of contribution from all federal States in the amount of: Lower Austria EUR 189.473,00, Vienna EUR 213.952,00, Vorarlberg EUR 44.503,00, Burgenland EUR 33.157,00, Tyrol EUR 85.116,00, Styria EUR 140.388,00, Upper Austria EUR 167.352,00, Salzburg EUR 62.675 and Carinthia EUR 63.383.


Activities


To reach the target population, the contribution of the AutRC will among others (though not exclusively) be supporting the following activities:

- Monthly distributions of food parcels or, where people can’t prepare food themselves, supply of collective kitchens;

- Provision of school kits, blankets and other essential items to displaced people and returnees;

- Repair of shelters, water and sanitation facilities and electrical systems;

- Upgrading water, waste-management and electrical systems;

- Ad-hoc support for emergency clinics in hard to reach areas


Context


Intense fighting, which has been ongoing since 2019, continues in Aleppo and Idlib in north-western Syria. Attacks on civilians and civilian infrastructure have increased in the first weeks of 2020, and injuries and deaths have been reported.

Hundreds of thousands of people have been forced to flee their homes. They face difficult conditions, especially as the weather turned colder in February 2020. Many families are being accommodated in shelters that are stretched beyond their capacities. For several of them, it is not the first time that they are displaced because of the fighting.

Throughout the country, people affected by the fighting struggle to obtain food or other basic goods. Additionally, the health of communities is at risk as water- and waste-management systems have stopped working. Parties to the conflict and other situations of violence violate International Humanitarian Law and other norms applicable to the conduct of hostilities.
