Contribution to the WFP Interim Country Strategic Plan Syria 2019-2020 (Food Assistance)
Short Description:
Overall goal
The overall objective of this project is to improve access of food-insecure populations affected by the crisis, including host communities, internally displaced persons and returnees, in all governorates in Syria.
Expected results
WFP’s Interim Country Strategic Plan (ICSP) aims at contributing to the following Strategic Outcomes:
Strategic Outcome 1: Food-insecure populations affected by the crisis, including host communities, internally displaced persons and returnees, in all governorates, have access to life-saving food to meet their basic food needs all year round.
Strategic Outcome 2: Food-insecure families in urban and rural areas affected by the crisis are enabled to meet their basic food and nutrition needs and increase their self-reliance throughout the year.
Strategic Outcome 3: Nutritionally vulnerable groups, especially children and pregnant and lactating women and girls, across the Syrian Arab Republic have reduced levels of malnutrition throughout the year.
Strategic Outcome 4: Humanitarian partners across the Syrian Arab Republic benefit from augmented logistics and emergency telecommunications capacity and services, enabling them to provide humanitarian assistance throughout the crisis.
Through WFP’s general food assistance programme some 4.5 million people will received a monthly food ration across Syria.
Target group / Beneficiaries
The contribution of EUR 1 million from Austria will enable WFP to provide life-saving food to 100,000 beneficiaries in all governorates of Syria, including Idlib and Aleppo.
Households will be assessed against WFP vulnerability criteria and the most vulnerable will be targeted for assistance. Targeted beneficiaries include woman-headed households, children, elderly people, persons with disabilities and displaced people. Response to rapid displacements will be analysed on a case-by-case basis; eligible households will receive support.
WFP in Syria operates its programmes with the support of 56 local cooperating partners located across the Country, including the Syrian Arab Red Crescent Organization, Agha Khan Foundation and Al Taalof Charity. Each cooperating partner goes through a due diligence process before being contracted by WFP.
Activities
WFP will provide monthly food rations to 100,000 most food insecure food-insecure women, men, girls and boys affected by the prolonged crisis in the Syrian Arab Republic. Food assistance is provided either through cash-based transfers (CBT) - depending on final approval and roll out of CBT and where the market allows - or through in-kind distributions. The food basket currently includes the following commodities: bulgur wheat, rice, pasta, split lentils, whole lentils, chickpeas, vegetable oil, iodized salt and sugar.
Context
Entering its tenth year, the crisis in Syria continues to have a severe impact on the lives and well-being of millions of women, men, and children of all ages. While many areas are seeing relative stability, continued large-scale armed conflict in multiple hotspots across the country continues to cause mass displacement, forcing people to often flee for the second or third time. More than six million people, around a third of the population, remain internally displaced and due to the persisting conflict, the conditions for a safe and secure return for most of them are not yet present. Compounding insecurity and displacement, factors such as economic deterioration, infrastructural damage and inadequacy of basic services have all contributed to increasing vulnerability levels among men, women and children. Some 11.1 million people in Syria were estimated to require some form of humanitarian assistance in 2020, of which 7.9 million are identified food insecure.
