Overall goal


Food-insecure and nutrition-insecure people, in disaster-affected areas, have access to adequate and nutritious food and specialized nutritious foods that meet their basic food and nutritional needs, during and in the aftermath of shocks.


Expected results


This proposed intervention contributes to WFP’s four-year (2022-2025) Country Strategic Plan (CSP) which aims to ensure that the sum of WFP activities is building blocks for sustainable food security and nutrition for the country – both during emergencies and in strengthening resilience to them. The CSP proposes a strategy that will fulfill its humanitarian mandate and sustainably move affected populations onto a resilience path through fully integrated and interrelated strategic outcomes (SO). Austria's funding will contribute to SO 1 - focusing on crisis response and the provision of lifesaving, hunger-reducing support - and will ensure that 21,765 crisis-affected people in Somalia are better able to meet their urgent food and nutrition needs.


Target group / Beneficiaries


WFP's beneficiary target under its SO 1 for 2022 is 10,360,611 beneficiaries across Somalia. This includes 5,232,109 males and 5,128,502 females. Among these, WFP will target women, men, boys and girls in host communities, refugees, internally displaced populations and returnees.


With Austria's contribution, WFP will reach 21,765 individuals with two months of food vouchers. This includes 10,991 males and 10,774 females. Among these, WFP will target women, men, boys and girls in host communities, refugees, internally displaced populations and returnees.


Activities


Funding from the Government of Austria will enable the delivery of critically needed food assistance to the most vulnerable populations. The contribution will be used to implement WFP’s general food assistance programmes, by allowing the provision of monthly cash-based transfers. The cash-based transfer will be provided through WFP's SCOPE cards. A total of 21,765 individuals will be supported through the Austrian contribution - they will receive food vouchers which will be topped up with USD 13 per month over a duration of 2 months. The beneficiaries will be able to redeem the vouchers at a WFP selected retailer against food commodities of choice.


Context


Somalia is one of the worst hunger hotspots in the world and is facing famine in some areas between October to December 2022 because of an unprecedented, widespread, and persistent drought. Four consecutive failed rainy seasons - a climatic event not seen in at least 40 years - have affected millions of people. According to the Integrated Phase Classification (IPC), approximately 6.7 million people across Somalia are expected to face Crisis or worse (IPC Phase 3 or higher) outcomes between October and December 2022 which marks an increase from the 4.2 million people that were in IPC phase 3 and higher between June and September 2022. This includes 2.1 million people that will likely be in Emergency (IPC Phase 4) and at least 300,560 people that will likely be in Catastrophe (IPC Phase 5). Even more concerning are projections of Famine (IPC Phase 5) among agropastoral groups in Bay region and several areas in central and southern Somalia should the 2022 Deyr (October- December) rains fail. In the current context where affected communities have exhausted their coping capacities and depleted their livelihood assets thus increasing needs in the country, the prevention of Famine (IPC phase 5) hinges on urgent scaling up and continuation of coordinated and multi-sectoral humanitarian assistance.
