Cost Effective Track Maintenance Project in Southern African Region

Overall goal
The cost of transportation of for example, agricultural and mineral goods, which have a relatively low value compared to their volume, has a significant influence on the competitive value of products in the Southern African Development Community (SADC). Historically, railways provided cheap and efficient transportation for long distance haulage. The Austrian Development Co-operation has been supporting SARA for more than 10 years in its efforts to transform railway businesses into a viable undertaking. Austria's support channeled through SARA specifically focused on track maintenance, once it had been identified as a major potential, both in terms of saving cost and improving services. Tangible results are that track maintenance departments nowadays know very well how to use their resources more effectively. At the same time they have implemented management tools that allow for better planning and monitoring of work but also for calculation of backlog of work.
Within this 5 and final phase of the Cost Effective Track Maintenance Project (CETM Project), it is proposed to continue the strategy of regional rail business transformation. The expected results of this project phase are that SARA functions as an information provider and platform, and coordinates activities as required by the Track Maintenance Departments (TMDs) of participating railways, and that the TMDs contribute positively to better performance of railways. Proposed activities include support for the provision and coordination of information by TMDs and support for identified activities to improve staff performance. The project is planned for a period of 3 years with a local budget of $675.151 to contribute to a safe, cost efficient railway system that will be able to attract and service local commercial interests.
