Overall goal


Das in der EU gültige Instrument EMAS (‚Environmental Management and Audit Scheme‘) ist ein umfassendes Umweltmanagementsystem und dient der nachhaltigen Entwicklung. Die Anwendbarkeit dieses freiwilligen Instruments für eine nachhaltige Entwicklung in der Wirtschaft ist seit 2009 auch für Betriebsstandorte in Dritt-Staaten der EU möglich (‚EMAS-Global‘). Bislang gibt es keine praktischen Erfahrungen mit der Anwendung von EMAS-Global. China zählt zu den wichtigsten Kooperationspartnern der EU.

Das Projekt hat folgende Ziele:

1. Schaffung der Voraussetzungen (capacity building) auf der Ebene von Fachleuten (Umweltgutachter) und Institutionen (Ausbildungs-, Zertifizierungs- und Registrierungsstellen), um die Anwendung von EMAS Global in China zu ermöglichen;

2. Erreichung erster EMAS-zertifizierter Betriebsstandorte in China mit besonderer Berücksichtigung der Wertschöpfungskette (supply chain) zwischen China und Europa.

Zielgruppen:

1. chinesische Umweltgutachter und Zertifizierungsbehörden (letztere sind inkludiert als Projektpartner) und

2. chinesische KMU mit Beziehungen nach Europa sowie europäische KMU mit Standorten in China.

Erwartete Resultate:

1. Ca. 500 chinesische Experten sind qualifiziert um KMUs auf dem Weg zur EMAS Registrierung zu beraten.

2. Das Prozedere und die erforderlichen institutionellen Voraussetzungen zur EMAS Registrierung von in China lozierten Betriebsstandorten sind geschaffen.

3. Eine erste Tranche von ca. 100 Betriebsstandorten ist erfolgreich EMAS registriert und weitere ca. 300 Standorte sind auf dem Weg zu diesem Ziel.

4. Insgesamt wird das Projekt erstmals EMAS Global erfolgreich im größeren Maßstab als das ‚Premium Umweltmanagementsystem der EU‘ beworben und in China zur Anwendung gebracht haben.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
