Informationstechnologien und deren innovativer Einsatz werden als Schlüssel zur Entwicklung einer modernen Gesellschaft gesehen. Der Grundstein für das Verständnis neuer Technologien und deren Anwendungsgebiete wird in den Schulen gelegt.


Ziel des Projektes ist die Qualitätssteigerung und Modernisierung der LehrerInnen-Ausbildung an den Universitäten Mitrovica und Prizren im Kosovo mit Blick auf den IT-Bereich. An den zuständigen Fakultäten wird mittels Kapazitätenentwicklung auf institutioneller und individueller Ebene

• das Bewusstsein für die Notwendigkeit von IT-Kenntnissen geschärft,

• die Möglichkeiten computer-basierten Unterrichts aufgezeigt,

• entsprechendes didaktisches und technisches Wissen vermittelt und

• dessen praktische Anwendung im Unterricht demonstriert.


Die Projektmaßnahmen setzen auf mehreren Ebenen an:

1.) auf Ebene der Ausbilder (Fakultätsmitglieder) u. a. durch die entsprechende Schulung der LehrerbildnerInnen und einer Verankerung von IT-Aus- und Weiterbildungsmaßnahmen in den Weiterbildungsplänen der Universitäten

2.) auf Ebene der Auszubildenden (Lehramtsstudierenden) u. a. durch die Einarbeitung von IT-Modulen in deren Curricula

3.) auf Ebene des technischen Supports der Universitäten u. a. durch die Schulung des technischen Personals und die technische Aufrüstung der Fakultäten


Im Kosovo sind rund 53 Prozent der Bevölkerung unter 25 Jahren. Daher kommt einem tragfähigen, allen ethnischen Gruppen offenstehenden und Randgruppen einbindenden, modernen Bildungssystem eine entscheidende Rolle für die Entwicklung des Landes zu. Ethnische Minderheiten und andere marginalisierte Bevölkerungsgruppen haben oftmals jedoch einen erschwerten Zugang zum staatlichen Bildungssystem bzw. ist unter diesen Gruppen der Prozentsatz an Schulabbrechern besonders hoch. Die Projektmaßnahmen fokussieren daher ganz besonders auf diese Gruppen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
