Overall goal


Die OEZA hat in den vergangenen Jahren den Aufbau der "Uganda Development Theatre Association" (UDTA), einem landesweiten Kulturnetzwerk von über 2.000 örtlichen Kulturgruppen, unterstützt. Mit dem Bau des international beachteten NDERE Cultural Centre in Kampala bekam die UDTA eine Heimstätte. Nach Gesundheitsthemen und Friedensförderung setzt das Netzwerk auf ein neues Thema: "Breaking the Silence - Challenge the Conformity - Demanding Accountability" lautet der inhaltliche Schwerpunkt für die nächsten sechs Jahre. Unter besonderer Berücksichtigung der Situation der Frauen wollen die Kulturgruppen die weit verbreitete Passivität und Konformität großer Bevölkerungsgruppen thematisieren und durchbrechen. Damit leisten sie einen wichtigen Beitrag zum Aufbau einer lebendigen Zivilgesellschaft, die verstärkt Good Goverance von (lokalen) Regierungen einfordert und deren verstärkte Teilnahme (participation) an der Umsetzung des PEAP (Poverty Eradication Action Plan) unterstützt.


Mittels Workshops in allen Landesteilen werden lokale Kulturgruppen mit dem Thema als auch mit modernen Techniken des Bildungstheaters vertraut gemacht. In Verbindung mit traditionellen Tänzen, Musik und Ritualen produzieren die Gruppen für die jeweilige Dorfbevölkerung leicht verständliche, Themen relevante Theaterstücke. Bei landesweiten Festivals auf Gemeinde- und Bezirksebene werden die Gruppen des nationalen KWETU-Festivals (über 1.000 KünstlerInnen) in Kampala ermittelt. Weitere Elemente des Projekts sind der Kapazitätsaufbau im Kulturzentrum, das Management des landesweiten Kulturnetzwerkes und der regionale (Ostafrika) und internationale Austausch. Zentrale Zielgruppen sind die ländliche Bevölkerung, lokale/nationale EntscheidungsträgerInnen und tausende UDTA Gruppenmitglieder als MultiplikatorInnen. Ein begleitendes Forschungsprojekt wird Einstellungs- und Verhaltensänderungen bei der Zielgruppe untersuchen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
