Overall goal


Das gegenständliche Projekt zielt auf die Förderung von Trainings- und Ausbildungsmaßnahmen für Verwaltungsführungskräfte aus Südosteuropa und Zentralasien ab, die durch die Diplomatische Akademie Wien durchgeführt werden. Das Projekt stellt eine Fortsetzung der bisherigen Kooperation zwischen OZA und Diplomatischer Akademie Wien dar. Wie in den Vorgängerprojekten werden aus OZA-Mitteln Stipendien für TeilnehmerInnen (Multiplikatoren) aus SOE, Osteuropa und Zentralasien finanziert. Der geplante inhaltliche Schwerpunkt im Jahr 2006 ist die Unterstützung von MitarbeiterInnen der öffentlichen Verwaltung, welche in den OZA-Zielländern mit EU-Angelegenheiten befasst sind.

Gefördert wird ein Train the Trainers Seminar für vorrangig Mitarbeiter der Außenministerien der Nicht-EU-Staaten innerhalb der CEI-Mitgliedsstaaten. Weiters wird ein Kurs für VertreterInnen der lokalen Verwaltung aus den Ländern Zentralasiens zum Thema "Federalism, Self-Government and Good Governance" durchgeführt. Erfolgreich fortgesetzt wird der Sommerkurs für Deutsche Sprache und österreichische Landeskunde ebenso wie der Lehrgang Master of Advanced International Studies (M.A.I.S.)

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
