Overall goal


Die Regierung von BiH hat mit der Unterstützung der Internationalen Gemeinschaft im Jahr 2004 die Poverty-Reduction-Strategie (PRSP) für die Zeitperiode 2004-2007 erarbeitet. Das noch gültige PRSP soll ab 2008 durch zwei neue Strategien ersetzt werden: 1) die BiH-Entwicklungstrategie 2008-2013 und 2) die Strategie zur Sozialen Integration. Beide Strategien müssen den EU-Prinzipien und Methodologien entsprechen. Diese werden neben den Entwicklungsprioritäten des Landes auch Prioritäten im Rahmen der Beitrittsvorbereitungen beinhalten und ein Gleichgewicht zwischen Wirtschaftswachstum, Armutsreduktion und EU-Beitritt schaffen.Die Ausarbeitung der beiden Strategien liegt in Zuständigkeit der Direktion für Wirtschaftsplanung (Directorat for Economic Planning - DEP) des Ministerrates BiH. Der Prozess zur Ausarbeitung der beiden Entwicklungsdokumente hat Mitte 2008 begonnen hat. Das ggstdl. Projekt unterstützt die Direktion für Wirtschaftsplanung BiH bei der Realisierung der "Communication Strategy with media, civil society and private sector". Durch das Projekt wird ermöglicht die Präsentationen des Vorhabens der Regierung in allen Regionen des Landes zu kommunizieren um die Bevölkerung von Anfang an über die Ausarbeitung der Entwicklungsstrategien zu informieren und die Beteiligung der Zivilgesellschaft sicherzustellen. Um dies zu erreichen, wird DEP von Anfang die Medien einbeziehen, Workshops in vielen Städten zu organisieren um die Vertreter der lokalen Kommunen, der Zivilgesellschaft und des Privatsektors einbeziehen zu können. Die Ausarbeitung der beiden Entwicklungsstrategien wird neben Eigenleistung der bih Regierung durch die ADA, EU, DFID und DEZA finanziert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
