Overall goal


Das Projekt zielt darauf ab, durch den Aufbau eines "Distance Learning"-Programms die Kenntnisse des äthiopischen Gesundheitspersonals in den Bereichen Behandlung und Heilung, Vorsorge, Schmerzlinderung und Rehabilitation auszubauen. Dadurch sollen der Gesundheitszustand und die Lebensqualität jedes Einzelnen und der Gemeinschaft erhöht werden. Durch die medizinische Betreuung und gleichzeitige Aufklärung der Bevölkerung hinsichtlich gesundheitlicher Risikofaktoren wird erreicht werden, dass die Menschen langfristig einen stabileren Gesundheitszustand erlangen.

Ausbilder werden geschult, die in weiterer Folge die Schulung von neuem Gesundheitspersonal übernehmen. Verteilt auf die regionalen Gesundheitsämter wirken sie als Multiplikatoren, die nachhaltig eine Verbesserung des Gesundheitsniveaus bewirken werden. Weitere Auswirkungen des Projektes werden der Ausbau der bereits bestehenden Kapazitäten der medizinischen Arbeitsleistung, eine Einführung und Steigerung der kontinuierlichen Fortbildung und Training am Arbeitsplatz, sowie eine Bewertung und Verbesserung des Lehrplanes in einigen Bereichen der medizinischen Ausbildung sein.


Die direkte Zielgruppe der "Distance Learning"- Kurse sind die Gesundheitsbeauftragten der mittleren Ebene, und zwar Krankenpfleger, "health worker", Gesundheitsassistenten, Labor-techniker, Gesundheitsbeauftragte für die Umwelt und öffentliche/staatliche Gesundheitsbeamte.

Die indirekte Zielgruppe sind Personen auf Gemeindeebene, speziell jene in ländlichen und peri-urbanen Gebieten, welche eine bessere Gesundheitsversorgung erhalten.

Das Projekt wird in drei Phasen umgesetzt:

1) Bedarfserhebung und Strategieplan

2) Materialentwicklung und Leitung

3) Programmstart (in 5 regionalen Distrikten und 2 Stadtverwaltungen)

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
