Overall goal


Mit dem Distriktentwicklungsprogramm Ngorongoro (NDDP) unterstützt die OEZA die Dezentralisierung in Tanzania. Die vorliegende Phase beendet die direkte Unterstützung des Distrikts, die seit 1996 betrieben wird.

Der Schwerpunkt dieser Phase liegt auf der Stärkung der Kapazitäten im Hinblick der Teilnahme des Distrikts am landesweiten Local Government Reform Programme. Um Mittel aus diesem Programm zu erhalten, muss der Distrikt bestimmte Kriterien erfüllen. Das Hauptaugenmerk wird dabei vor allem auf die Bereiche Planung und Finanzverwaltung gelegt, aber auch auf die allgemeinen Verwaltungskapazitäten und das ¿gender mainstreaming¿.

Daneben bietet das Projekt Unterstützung im Gesundheitsbereich: Sie umfasst einerseits Finanzhilfe für die Krankenhäuser in den beiden Orten Wasso und Endulen, andererseits wird eine Strategie für den Gesundheitssektor im Distrikt erarbeitet. Diese Strategie soll die Grundlage für eine nachhaltige Fortführung des Sektors liefern und insbesondere alternative Finanzierungsquellen nach dem Ausstieg der OEZA identifizieren.

Schliesslich widmet sich ein kleiner Teil des Projekts dem produktiven Bereich (Landwirtschaft und Viehzucht) sowie den Bemühungen, den wieder aufgeflammten Landkonflikt ziwschen zwei Bevölkerungsgruppen beizulegen.

Das Projekt deckt somit einen beträchtilichen Teil des Disktriktentwicklungsplans von Ngorongoro ab. Die Aktivitäten in dieser letzten Phase führen jene der vorangegangegen Phasen fort, legen aber das Hauptaugenmerk noch stärker auf die Nachhaltigkeit.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
