Short Description:

Overall goal


The main purpose of the consultancy is to document ADC’s engagement in Bhutan including through testimonies and impact stories as well as to identify and analyse lessons learned, good practice examples as well as drivers and barriers to a successful and mutually beneficial development cooperation partnership between Austria and Bhutan.


Expected results


The three key outputs of the consultancy are:

(1) Documentation publication comprising between 45 and 50 pages including photos and layout (excluding annexes). The Executive Summary should comprise a maximum of two pages.

(2) High-quality photo and video material documenting outcomes, results and testimonies which can be used for print, posters and social media; including approximately ten short video clips between two and ten minutes

(Quality photos: min. 300 dpi resolution, portrait and landscape format, jpg-format)

quality video documentation: resolution: min. Full-HD (1080p), ideal 4K, framerate: min. 24fps).

(3) Learning study comprising between 20 and 35 pages (excluding annexes) analyzing lessons learned and good practice examples as well as drivers and barriers to the overall implementation of programmes and projects in the various sectors. The Executive Summary should comprise a maximum of two pages.

 


Target group / Beneficiaries


The documentation publication as well as the photo and video material will target the public in Austria and Bhutan to inform about key milestones and outcomes of the longstanding partnership between the two countries. In contrast, the learning study is targeted towards the key institutions which were in charge of implementing programmes namely the Austrian Development Agency and the GNHC as well as the Foreign Ministries of both countries which were responsible for the strategic orientation of the partnership.


Activities


Key activities will include:

- virtual kick-off workshop with key stakeholders;

- drafting and finalization of inception report including updated workplan, study matrix and concepts/ scripts for photo and video documentations;

- field visit with in-depth interviews and focus group discussions, photo and video documentation.

- Drafting and finalization of documentation publication incl. photo and video clips and learning study.


Context


Since the 1980s, Austria and Bhutan have been working together based on a successful partnership during eight Five-Year Plan (FYP) periods of Bhutan. The Austrian-Bhutanese partnership involved the establishment of diplomatic relations on 26th April 1989, the signing of the Agreement on Technical Cooperation on 10th May 1989 and the opening of the Coordination Office for Development Cooperation in Thimphu in 1995. Austria’s official development assistance (ODA) to Bhutan since 1995 amounts to appr. 85 Mio EUR. Bhutan is scheduled to graduate from the Least Developed Country (LDC) status to the category of Middle-Income Countries in 2023. In 2019, Austria and Bhutan agreed on a Transition Strategy 2019-2023 which stipulates the withdrawal of the Austrian Development Cooperation (ADC) from Bhutan by 2023.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
