Overall goal


Das gegenständliche Projekt trägt zur verbesserten Integration ethnischer Minderheiten (v.a. Roma-Ashkali-Ägypter - RAE) in die lokalen Gesellschaftsstrukturen im Kosovo und zur Umsetzung von deren Recht auf Bildung bei.

Unmittelbares Projektziel ist die Integration von Minderheiten in 17 Gemeinden im Kosovo durch inklusive Bildung für Kinder und Erwachsene, Aktivitäten mit Jugendlichen zur Verbesserung des interethnischen Dialogs sowie durch Teilhabe der VertreterInnen von Minderheiten an Entscheidungsprozessen auf Gemeindeebene. Die erwarteten Ergebnisse sind:

1. Umsetzung des Rechts auf Bildung und Steigerung des Ausbildungsniveaus von RAE Kindern und Erwachsenen in gemischtethnischen Zielgemeinden der Intervention

2. Entwicklung und Umsetzung von Politiken zur Inklusion in 9 Gemeinden unter Einbeziehung von VertreterInnen der Minderheiten und zivilgesellschaftlichen Organisationen in relevante Entscheidungsprozesse

3. Aufbau von Foren für Dialog und Austausch zwischen verschiedenen Volksgruppen in den Zielgemeinden der Intervention und Reduktion ethnisch motivierter Stereotypen

Die Aktivitäten zielen v.a. auf die Integration von Kindern ins öffentliche Schulwesen ab. Dazu werden die Kinder mit speziellen Fördermaßnahmen außerschulisch vorbereitet und unterstützt. Neben der Förderung von Bildungsangeboten (Maßnahmen für PflichtschülerInnen aber auch in der Erwachsenenbildung, v.a. für Frauen) soll die Kommunikation zwischen den Volksgruppen durch gemeinsame Aktivitäten für Jugendliche (v.a. Sport) gefördert werden. Durch Erarbeitung von Arbeitsplänen und Einrichtung von Arbeitsgruppen auf Gemeindeebene soll die Umsetzung der nationalen Strategie zur Integration der Roma, Ashkali und Ägypter verbessert werden.

Insgesamt wird das Projekt rd. 1.700 vorwiegend jugendliche Begünstigte erreichen.

Das Projekt wird von einer Arbeitsgemeinschaft bestehend aus Balkan Sunflowers Kosova, The Ideas Partnership und Sports Sans Frontières umgesetzt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
