Overall goal


Diskriminierendes und ausgrenzendes Verhalten gegenüber der Roma Minderheit ist ein weit verbreitetes Problem in Bosnien und Herzegowina. Roma Frauen unterliegen einer doppelten Diskriminierung: Zum einen werden sie in der bosnischen Gesellschaft als Mitglieder der Roma Minderheit ausgegrenzt und benachteiligt, zum anderen als Frauen in der streng patriarchalisch geprägten Roma Gemeinschaft. Zudem sind Roma Frauen mit mehrfachen Barrieren konfrontiert, die ihnen den Zugang zu Bildung, politischer Repräsentation und legaler Gerechtigkeit erschweren, sie ihrer Möglichkeiten und Rechte berauben und somit zu einer systematischen Marginalisierung führen. Armut und die damit zusammenhängende wirtschaftliche Abhängigkeit von Männern sind strukturell von dieser Ausgrenzung abzuleiten.


Projektziel ist die Förderung der Kapazitäten von 6 Roma Organisationen in Bosnien und Herzegowina, die die Interessen von Roma Frauen vertreten, und sie dadurch in der Bekämpfung von Diskriminierung, im Aufzeigen von Minderheitenrechten und der Gefährdung von Roma Frauen in der Gesellschaft zu unterstützen. Durch Trainings und kapazitätsbildende Maßnahmen werden die Bildung von Netzwerken und Allianzen und die Überarbeitung eines strategischen Plans für die Verbesserung der Situation von Roma Frauen gefördert, sowie Fähigkeiten politischen Dialog, Bewusstseinsbildungs- und anwaltschaftliche Aktivitäten durchzuführen, ausgebaut. Zudem wird den Organisationen ermöglicht kleine Projekte, die sich gezielt den Problemen von Roma Frauen widmen, selbst durchzuführen.


Direkt Begünstigte sind neben den 6 Roma Organisationen 400 Roma Frauen und Mädchen und zumindest 200 Roma Männer und Jungen aus der Region. Indirekt Begünstigte sind des Weiteren mindestens 20.000 Roma Frauen, die durch Bewusstseinsbildungs- und Advocacy-Maßnahmen beeinflusst und erreicht werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
