Overall goal


Die Beratung des Bundesministers für Europa, Integration und Äußeres in entwicklungspolitischen Grundsatzfragen ist eine im EZA Gesetz vorgesehene Kernaufgabe der ADA (§ 8/1/5). OECD DAC ist eines der wichtigsten Foren für den entwicklungspolitischen, thematischen und methodischen Dialog. Mit der Entsendung eines Vertreters der ADA nach Paris wird sichergestellt, dass die Einbindung Österreichs in den entwicklungspolitischen Diskurs mit der gebotenen Systematik und Intensität erfolgen kann. Die formale Grundlage für die Tätigkeit an der Ständigen Vertretung Österreichs im Rahmen des OECD DAC bildet die Vereinbarung zwischen dem Bundeskanzleramt und der ADA. Der Aufgabenbereich des Vertreters umfasst ua. Angelegenheiten, die vom BMEIA im Rahmen der OECD in Paris wahrzunehmen sind und stellt somit einen wichtigen Beitrag zur Erfüllung der geforderten Beratungsfunktion dar. Der entsandte Experte bringt in enger Abstimmung mit der Sektion VII des Bundesministeriums für Europa, Integration und Äußeres (BMEIA), und der ADA, österreichische entwicklungspolitische Anliegen und Interessen im DAC ein.


Spezielle Tätigkeitsbereiche sind:

- Betreuung und Vertretung der Leitung der Österreichischen Vertretung (ÖV) bei der OECD in EZA Belangen (z. B. Executive Committee, Koordinationsbesprechungen auf EU-Ebene);

- Teilnahme an Peer Reviews sowie an den Peer Review Ausschüssen und an DAC-internen Treffen sowie an Treffen ausgewählter Arbeitsgruppen oder Netzwerke,

- Betreuung und Vertretung der Leitung der Österreichischen Vertretung (ÖV) bei der OECD in EZA Belangen (z. B. Executive Committee, Koordinationsbesprechungen auf EU-Ebene);

- In Absprache mit der Leitung der ÖV Paris Wahrnehmung der österreichischen Interessen im Governing Board des Development Centre (DC) der OECD;

- Berichterstattung zu allen Treffen und Sitzungen an BMEIA, ÖV Paris sowie Bundeskanzleramt (BKA);

- Zusammenfassende Tätigkeitsberichte, u.a. im Rahmen von Sprechtagen in der Zentrale (BMEIA, ADA, BKA).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
