Overall goal


Die ÖFSE versteht sich als Fachorganisation und hat zwei Unternehmensbereiche, die sich gegenseitig in ihren Aktivitäten und Inhalten unterstützen, 'Wissenschaftsbereich' und 'Bibliothek und Dokumentation'. Im Wissenschaftsbereich, der Gegenstand des vorliegenden Antrages ist, wird zu grundsätzlichen und/oder aktuellen Schwerpunktthemen der Entwicklungszusammenarbeit und Entwicklungspolitik gearbeitet: Es werden Studien und Analysen durchgeführt und Grundlagenpapiere erstellt, reflexive Diskussionsprozesse gestaltet, sowie Fach-, Strategie- und Politikberatung angeboten. Der Themenschwerschwerpuntk des Jahres 2008 wird 'Internationale Entwicklungspolitik und Entwicklungszusammenarbeit' (insbesondere Harmonisation and Alignment) sein. Weiters wird mit Hilfe der Datenbanken und Dateien die öffentliche und private Entwicklungszusammenarbeit (und Bildungszusammenarbeit) Österreichs dokumentiert. Der Bereich 'Bibliothek und Dokumentation' führt mit über 60.000 Bänden die umfangreichste wissenschaftliche Fachbibliothek und Dokumentationsstelle zu allen Fragen der Entwicklungszusammenarbeit und Entwicklungspolitik in Österreich. Der Wissenschaftsbereich der ÖFSE liefert einerseits Grundlagen für die Bibliothek, bedient sich ihrer andererseits auch.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
