Overall goal


Ziel des Projekts ist die Entwicklung eines Modells für Pflegedienste bzw. Pflegefamilien in Aserbaidschan. Die Projektregion ist der Azizbeyov Distrikt, ein Distrikt von Baku im Osten des Landes. Dazu werden Pflegedienste, familienähnliche Unterbringung (Small-Group-Homes) anstelle von Unterbringung in stationären Anstalten sowie familienzentrierte Sozialdienste pilotiert. Auf Gemeindeebene wird ein Mechanismus für die Zusammenarbeit von NRO, staatlichen Stellen unter Einbeziehung der Klienten der sozialen Dienste entwickelt, damit staatliche Organe besser auf die Bedürfnisse von Kindern in stationären Einrichtungen bzw. Kindern aus Risiko-Familien reagieren können.

Zielgruppen sind MitarbeiterInnen der Jugendwohlfahrt, der Small Group Homes, Pflegefamilien, Vereinigung der Pflegefamilien, MitarbeiterInnen lokaler NRO, die soziale Dienste anbieten.

Direkt Begünstigte sind Kinder, die in Pflegefamilien oder in Small Group Homes untergebracht werden und Familien, die soziale Dienste in Anspruch nehmen. Indirekt Begünstigte sind Kinder, die gegenwärtig in Anstalten versorgt werden, sowie Risikofamilien, die von einer Ausweitung auf das gesamte Staatsgebiet profitieren werden. Besonders berücksichtigt und gefördert werden Frauen, die die Mehrzahl der Pflegkräfte ausmachen.


Resultate:

1) Die Kapazitäten der neu errichteten Jugendwohlfahrt als Schnittstelle zur Koordinierung sozialer Dienste ist gestärkt.

2) Ein Modell für verschiedene Typen von Pflegediensten ist entwickelt.

3) Small Group Homes als Alternative zu den bestehenden Anstalten sind errichtet.

4) Kinder aus Institutionen sind in Pflegefamilien oder in Small Group Homes untergebracht.

5) Die politische und gesellschaftliche Unterstützung für die Einführung von Pflegefamilien ist gewachsen

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
