Overall goal


Der Bereich Wissenschaft und Forschung der ÖFSE wird in den Jahren 2012/2013 sowohl grundsätzliche als auch aktuelle Fragen/Themen der internationalen und österreichischen Entwicklungszusammenarbeit in Kooperation mit der ADA und dem BMeiA und Einrichtungen der Zivilgesellschaft bearbeiten. Analysen, Forschungs-, Informations- und Beratungstätigkeit sowie Publikationen und Diskussionen mit VertreterInnen der internationalen Entwicklungsforschung liefern Grundlagen für Entscheidungen im Rahmen der Politik und Strategie der österreichischen Entwicklungszusammenarbeit. Weiters sind die Aktivitäten auch ein Beitrag zur Transparenz der österreichischen Entwicklungspolitik und EZA und zum österreichischen Entwicklungsdiskurs.

Themenschwerpunkte 2012/13 bilden im Bereich der Entwicklungspolitik und EZA „Die Zukunft der EU Entwicklungspolitik“ sowie „Wirksamkeit der Entwicklungszusammenarbeit“. Im Bereich Weltwirtschaft sind dies „Finance for Development“, „Rohstoffe und Entwicklung“ sowie „Internationaler Handel, globale Produktion und Entwicklung“. Im Bereich „Bildung, Forschung und Entwicklung“ wird es unter anderem um die Themen „Skills Development“ sowie „Vernetzung von Entwicklungsforschung und –praxis“ gehen.


Unmittelbare Zielgruppen der Aktivitäten sind die Schlüsselakteure der öffentlichen und privaten Entwicklungspolitik und -zusammenarbeit (BMeiA, ADA, VertreterInnen anderer Ministerien, NGOs) sowie entwicklungspolitisch interessierte Medien. Für die ADA werden zudem spezifische Weiterbildungsveranstaltungen organisiert. Weiters sind die Aktivitäten an die transdisziplinäre Entwicklungsforschung in Österreich adressiert, um eine Stärkung des Dialogs zwischen Wissenschaft und Praxis in der Entwicklungszusammenarbeit zu erreichen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
