In den Vorphasen 1967-01/99, 1967-02/01 und 1967-03/02 wurde das von der Bezirksstadtverwaltung angemietete Objekt Casa Algarve mit lokalen Arbeitskräften generalsaniert und im Februar 1999 eröffnet. Das Haus steht auf einem 668 m2 großen Grundstück und bietet mit Erdgeschoß und erstem Stock eine Gesamtnutzfläche von 210 m2 für Büros und Wohnräume. Dadurch wurde im Sinne der dezentralen integrativen Bezirksentwicklung notwendige Logistikeinheit geschaffen. Derzeit wird diese Einheit noch mehrheitlich von Projekten gefördert durch die OEZA genutzt und der Mietvertrag der OEZA läuft mit Ende März 2008 aus.


Das Management von Casa Algarve unterliegt der Distriktadministration Buzi und durch die laufenden Einnahmen wird eine teilweise Kostendeckung erreicht. Im Rahmen des vorliegenden Projektes sollen die bisherigen Konzepte dahingehend erweitert werden, dass Casa Algave ein finanziell selbsttragendes und nachhaltiges sowie rechtliches unabhängiges Dienstleistungszentrum wird unter der Supervision der Distriktverwaltung Buzi.


Die lokale Partnerorganisation ist die Distriktverwaltung Buzi und die Zielgruppe sind deren MitarbeiterInnen sowie die Angestellten der Casa Algarve. Zur Zielerreichung sind folgende Maßnahmen geplant:

- In Zusammenarbeit mit der Distriktverwaltung Buzi Ausarbeitung des Konzeptes der Errichtung des Dienstleistungszentrum

- Technische Beratung für die Installierung der dafür notwendigen Managementeinheiten (inklusive organisatorische und administrative Aufbau- und Ablauforganisation) und personellen Kapaziäten

- Technische Beratung der Distriktverwaltung Buzi in der Wahrnehmung der Supervisionsfunktion

- Errichtung eines Fonds für notwendige Adaptierungsmaßnhmanen und die laufende Wartung


Das geplante Vorhaben wird mit Auslaufen des Mietvertrages der OEZA, Ende März 2008, abgeschlossen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
