Overall goal


Ziel des Projekts ist die Stärkung des kosovarischen ICT-Sektors, um einen Beitrag zur Schaffung von Einkommens- (SDG 8) und Weiterbildungsmöglichkeiten (SDG 4) zu leisten. Darüber hinaus leistet das Projekt einen Beitrag zu Stärkung des kosovarischen Privatsektors (SDG 9).

 


Expected results


Das Ziel des Projekts ist erreicht, wenn für in der Branche tätige Personen mithilfe von APIK (Association of ICT Professionals in Kosovo) Möglichkeiten für (Weiter-)Bildung, berufliche Entwicklungen und Vernetzungen innerhalb des ICT-Sektors und darüber hinaus geschaffen wurden. Dies soll zu Einkommenssteigerung und neuen Jobs im kosovarischen ICT-Sektor führen. Zudem ist eine Interessensvertretung der ICT-Expert*innen durch APIK sichergestellt und es kann auf ihre bestehenden Bedürfnisse eingegangen werden.

 


Target group / Beneficiaries


Begünstigte und Beteiligte des Vorhabens leben im Kosovo, in Österreich und in weiteren Ländern der EU.

APIK wird 4000 Mitglieder umfassen. Insgesamt werden von dem Vorhaben mindestens 500 lokale ICT-Unternehmen und Institutionen profitieren, ebenso wie 22 ICT-Universitäten und Colleges sowie 20 berufsbildende Einrichtungen. Zusätzlich profitieren davon rund 20.000 Menschen vor Ort. Es werden rund 60 Jobs geschaffen und nach Ablauf des Projekts voraussichtlich laufend weitere.

 


Activities


Für Studierende und Berufstätige im ICT-Sektor werden durch die von APIK implementierten Strukturen Angebote geschaffen, ihre fachlichen Fähigkeiten zu vertiefen sowie einen Austausch untereinander und mit Unternehmen, Schulen oder Universitäten voranzutreiben. Zu diesem Zweck wird werden die Matchmaking-Plattform „Kosovo’s Marketplace Platform“ veröffentlicht und Training für digitale Kompetenzen veranstaltet. APIK schafft zudem Möglichkeiten für die berufliche Entwicklung und Vernetzungen innerhalb des ICT-Sektors durch das Mentorenprogramm Donna Informatica speziell für weibliche Führungskräfte, den Aufbau von Netzwerkgruppen (Special Interest Groups/SIG), durch Hackathons, Trainings von Lehrenden im ICT-Bereich, eine nationale ICT Skills Competition League für junge Menschen, sowie durch Studien, Zeitschriften und Newsletters.


Context


Derzeit gibt es im Kosovo nur einen Verbund der ICT-Unternehmen, aber nicht der ICT-Expert*innen. APIK wird daher eine bedeutende Rolle bei den freiberuflich tätigen und angestellten ICT-Fachkräften spielen und dessen Entwicklung maßgeblich vorantreiben. Durch nachhaltige Strukturen und (Weiter-) Bildungsmöglichkeiten können das Potential der kosovarischen Bevölkerung genutzt und lokale Jobperspektiven entwickelt werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
