Overall goal


Der Förderungswerber "CARE Österreich" hat bei der Europäischen Kommission unter der Budgetlinie B7-6211 "Programme to combat poverty-related diseases in developing countries: Fight against HIV/AIDS" ein Kofinanzierungsprojekt aufgrund einer Ausschreibung eingereicht und die Zusage auf Förderung erhalten unter der Bedingung, dass eine 20%ige Beteiligung durch andere Finanziers zustande kommt. Auf der Grundlage von Förderungsrichtlinien für die Gewährung von Förderungen/Kofinanzierungen im Rahmen der Entwicklungszusammenarbeit (EZA) mit der Kommission der Europäischen Union (EU-K) bzw AIDCO und den Antrag stellenden NRO erteilt nunmehr die Österreichische Entwicklungszusammenarbeit im Außenministerium den Auftrag und übernimmt die Kommunalkredit Public Consulting GmbH im Sinne einer Bevollmächtigung die Verwaltung und Auszahlung von Budgetmitteln des Bundes an CARE Österreich sowie die Gestion des Vertrages zum Vorhaben "AIDS Prevention, positive living and empowerment - APPLE" in Mosambik und Malawi.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
