Overall goal


Ein Rahmenwerkvertrag mit der Kommunalkredit Austria AG, GZ 0.460.1723/0023e-VII.2d/2002, EZA 1723-03/2002, ermöglicht die Verwaltung im Namen und für Rechnung des Bundesministeriums für auswärtige Angelegenheiten (BMaA-VII) und die Auszahlung von Kofinanzierungsmitteln, welche für Projektinitiativen von Nichtregierungsorganisationen(NRO) auf dem Gebiet der Entwicklungszusammenarbeit (EZA) gemeinsam mit der Europäischen Kommission finanziert werden. Auf der Grundlage von von Förderungsrichtlinien für die Gewährung von Förderungen/Kofinanzierungen im Rahmen der EZA mit der Kommission der Europäischen Union (EU-K) und den Antrag stellenden NRO, erteilt die ADA den Auftrag und übernimmt die Kommunalkredit Public Consulting im Sinne einer Bevollmächtigung die Verwaltung und Auszahlung von Budgetmitteln des Bundes an Fördernehmer sowie die Gestion von Verträgen zu Vorhaben im Bereich der EZA. Folgende Aufgaben der KPC werden stichwortartig aufgezählt: Beratung, Aufbereitung der Antragsunterlagen, Erstellung von Vertragsgrundlagen in angemessener Zeit, Evidenzhaltung des Projektfortschrittes, Treuhandkontoführung, Auszahlung von Fördermitteln in angemessener Zeit, Jahresabschlussberichte, Einhaltung von Datenschutzbestimmungen, Rechnungshofkontrolle.


Im Rahmen dieses Einzelauftrages werden Teilzahlungen an Projekte in Nicaragua (2 Projekte von Horizont3000), Senegal (EWA), Ägypten (CARE und Horizont3000), Uganda (CARE), Ruanda (CARE), Kenia (ICEP) finanziert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
