Overall goal


Die EU Initiative "Energy for Poverty Eradication and Sustainable Development" (EUEI), die 2002 anlässlich des World Summit on Sustainable Development (WSSD) ins Leben gerufen wurde, finanziert die Verbesserung des Zuganges zu leistbaren modernen Energiedienstleistungen besonders für die Armen, sowohl in städtischen wie ländlichen Gebieten der AKP-Staaten. Damit die EUEI effektiv umgesetzt werden kann, müssen sich allerdings dringend energiepolitische Rahmenbedingungen verbessern und konkrete Energieprogramme entwickelt werden. , Diesen Prozess zu unterstützen, ist die Aufgabe der Partnership Dialogue Facility PDF. Diese soll Aktivitäten finanzieren, die:

- den Zugang zu Energiedienstleistungen in regionalen und nationalen Entwicklungsstrategien (z.B. PRSPs) und Sektoralpolitiken und -programmen thematisch integrieren;

- die Entwicklung von geeigneten, angepassten Politik-Instrumenten, Rechtsstrukturen, etc. fördern;

- benötigte Investitionen des öffentlichen und privaten Sektors mobilisieren helfen;

- Kapazitäten aufbauen, Unternehmen, NROs und den öffentlichen Sektor ausbilden;

- den Dialog zwischen Behörden und ziviler Gesellschaft fördern und dadurch Partnerschaften für die Umsetzung von Energieprogrammen und -projekten entwickeln.


Die PDF ist ein zeitlich begrenztes Instrument. Es wird von der deutschen GTZ umgesetzt, unter der Leitung und Kontrolle der EUEI-beteiligten Mitgliedstaaten, zu denen Österreich gehört, und der EK. Die Finanzierung von Maßnahmen, welche aus den mit Hilfe der PDF entwickelten Politiken, Plänen und Partnerschaften hervorgehen, wird der eigentlichen EUEI Energiefazilität bzw. privaten Investitionen, bestehenden multi- oder bilateralen Finanzierungsmechanismen überlassen bleiben.


Österreich engagierte sich von Beginn an stark für die EUEI und hat sich im Rahmen der Finanzarbeitsgruppe der EUEI für die Schaffung der PDF eingesetzt. Die finanzielle Beteiligung an der PDF untermauert dieses bisherige Engagement.

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
