Short Description:

Overall goal


Die EU Partnership Dialogue Facility (EU-PDF) ist ein Instrument der EU Energieinitiative,die 2002 anlässlich des Weltgipfels für Nachhaltige Entwicklung (2002) ins Leben gerufen wurde. Die OEZA hat bereits die erste Phase des EU-PDF mit einem Beitrag und aktiver Mitarbeit unterstützt. Aufbauend auf den positiven Ergebnissen der Programmevaluierung ist der 2. Phase ein intensiver Abstimmungsprozess zwischen EK und den EU-MS über die zukünftige Ausrichtung des EU-PDF vorausgegangen. Die strategische Ausrichtung und das Projektdokument für die Zweite Phase wurde in der Zwischenzeit vom EU-PDF Board genehmigt und sieht folgende Schwerpunkte vor:



1.) Die EU-PDF ko-finanziert konkrete Energieprogramme im Bereich Kapazitäts- und Politikentwicklung in AKP-Ländern (Sub Sahara Afrika/Karibik). Dabei werden insbesondere Programme und Projekte mit Fokus auf Energiearmut in ländlichen Regionen unterstützt. Zudem werden verstärkt Maßnahmen zur Entwicklung programmbasierter Energiekooperationen unterstützt (SWAPs, sektorelle Budgethilfe).


2.) Die EU-PDF ist zudem ein wichtiges inhaltliches Koordinations- und Abstimmungsinstrumentinstrument zwischen den im Energiesektor aktiven EU Mitgliedstaaten. EU-PDF gibt vor wichtigen Entscheidungen im Rahmen der EU aber auch Weltbank (z.B. ESMAP) abgestimmte Stellungnahmen ab.


3.) Die EU-PDF wurde zudem mit der Vorbereitung und Umsetzung der EU-Afrika Energiepartnerschaft beauftragt, in der die OEZA gemeinsam mit Deutschland den Ko-Vorsitz führt.


Die Umsetzung der EU-PDF, die über ein eigenes Büro verfügt, erfolgt durch die GTZ, unter der Leitung, Lenkung und Kontrolle der EUEI-beteiligten Mitgliedstaaten, zu denen auch Österreich gehört. Die vom PDF finanzierten Programme und Projekte erfordern die Zustimmung der Mitgliedsstaaten.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
