Die gegenständliche Evaluierung umfasst das Projekt "Programme de développement local de la Communauté rurale de Mampatim", bzw. den Audit des lokalen Entwicklungsfonds der 2. Phase dieses Projekts (EZA-Nr. 1471-01/2005 "PRODEL/Kissal-Nord-Patim"), das im Rahmen der Umsetzung des indikativen Kooperationsprogramms 2006 bis 2008 für Senegal (PIC) durchgeführt wurde.

Die österreichische NGO Hope' 87 hat ab dem Jahr 2000 in seinen Projekten die Förderung von Mikrofinanzinstitutionen als Mechanismus der Finanzierung von Entwicklung an der Basis eingeführt. Danach ist diese Erfahrung durch die Einführung eines lokalen Entwicklungsfonds (FDL) verfolgt worden.

Die Zielsetzung des Fonds besteht darin, eine verantwortliche, demokratische, transparente und partizipative Verwaltung der Mittel einzurichten, um deren widmungsgemäße Verwendung zur Finanzierung von Entwicklungsaktivitäten an der Basis sicherzustellen. Die so geförderten Aktivitäten sollen sozialen, wirtschaftlichen und gemeinschaftlichen Charakter haben und werden von den Bevölkerungen der Interventionszone des Projekts ausgewählt.

Die Verwaltung des Fonds wird durch Institutionen geleistet, welche das Projekt aufgebaut hat, in der Absicht der Bevölkerung einen verbesserten Zugang zu Finanzmitteln zu gewähren und die Stärkung der dezentralisierten Verwaltung zu ermöglichen.

Im Rahmen der Analyse des externen Prüfberichts des Projekts und der bestehenden Normen der Fondsverwaltung wurde die Prüfung des FDL beschlossen, um daraus die entsprechenden Lehren und Leitlinien hinsichtlich der Verwirklichung der Projektzielsetzungen während der laufenden Konsolidierungsphase des Programms zu ziehen. Dies wurde auch bei den Sektorkonsultationen, die im Rahmen der bilateralen Kooperation im November 2008 stattfanden, empfohlen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
