Short Description:

Overall goal

The project ‘Explosive Hazard Clearance and Mine Risk Education in North East Syria’ aims to increase civilian population’s security and enable sustainable returns by protecting lives and civilian infrastructure.

Expected results

The project objective will be achieved by the following expected results:

Result 1: Assessment, non-technical and technical surveys on land affected by explosive remnants of war (ERW) at determined ISIS liberated areas implemented, and non-ERW-affected land released with reaching out to the affected communities. Approximately 20–30 % of surveyed area (minimum area of 280,000 m2 released) is expected to be released.

Result 2: Land and infrastructure cleared of ERW and unexploded ordnances (UXO) is returned to local population and put to use. Planned overall output is estimated at a minimum of 1,4 million m2 of cleared land.

Result 3: Communities at risk of exposure to explosive hazards (regardless of social status and personal circumstances), have increased knowledge and skills and are better able to protect themselves, their friends and families from explosive hazards. Risk Education and safety briefings delivered to 8470 boys, girls, men and women in accordance with international mine action standards and project standard operating procedures.


Target group / Beneficiaries

Direct beneficiaries include people living in areas contaminated with explosive hazards, displaced persons and people facing extreme socio-economic hardship. In total, the project will reach 27,470 persons:

• Local Communities in Al Hasakah benefit from non-technical surveys and battle area clearance – 19,000 beneficiaries;

• National and international humanitarian actors (CSO, NGOs, local authorities) in Ar Raqqa and Deir ez Zor will receive training and safety briefings how to share simple safety and environmental hazard Messages – 70 beneficiaries;

• At-risk local population in Ar Raqqa, regardless of their social status and personal circumstances, receive Risk Education – 8,400 beneficiaries (Men, women, boys and girls).

ITF implements its project directly through partners including Saratoga Advisors Group LLC (SAG) and DanChurchAid (DCA). SAG will implement quality assurance and quality control over the clearance activities on the ground and the logistics and security portion of the project that will be conducted by OSSI Inc. DCA will train and deploy mixed-gender teams to provide Risk Education in Ar Raqqa. ITF with partners works in North East Syria, the three targeted governorates are Al Hasakah, Ar Raqqa and Deir ez Zor.


Activities include:

A1: Pre-clearance activities (Output 1)

A1.1. Reconnaissance of areas to approve clearance locations to work with local leaders, leaders of minorities and marginalized groups as well as international stakeholders gaining access to areas.

A1.2. (Re)training of local clearance/survey staff.

A1.3. Procurement of necessary replacement items and tools.

A1.4. Deployment of non-technical and technical survey teams to follow up with local leaders as well as leaders of minorities and marginalized groups; and preparation of clearance plans based on the agreed locations.

A2: Clearance activities (Output 2)

A2.1. Deployment of battle area clearance teams in assessed priority areas.

A2.2. Internal quality assurance and monitoring on a continuing basis.

A2.3. Transport / stockage / recycling / processing / disposal of all cleared hazardous items / material.

A2.4. Handing over of the cleared area/land to local population.

A2.5. Documentation of post-clearance impact data.

A3: Risk education activities (implemented in parallel with clearance activities) (Output 3)

A3.1. Risk education (RE) to at-risk groups tailored to the needs of particular at-risk groups as identified during the initial assessment (especially marginalized, persons with disabilites, minorities, returnees, IDPs, etc.).

A3.2. Training of community focal points to cover all identified at-risk groups (men, women, elderly, youth, people with disabilities, etc.) in each community.

A3.3. Safety briefings to other humanitarian workers.

A3.4. Training of trainers (from other humanitarian organizations working in explosive hazard contaminated areas).

A4: General Project management activities (to include monitoring, reporting, and planning).

A4.1. On-going capacity development and training of national staff.

A4.2. Procurement of necessary replacement items and tools – Clearance teams.

A4.3. On-going operational planning of Clearance and RE activities

A4.4. Reporting on project and operational activities, results and constraints on daily, weekly, monthly and quarterly bases.


The widespread use of various types of weaponry in the ongoing conflict in Syria has left behind a range of explosive hazards including improvised explosive devices (IEDs), landmines and explosive remnants of war (ERW). These explosive hazards prevent safe and sustainable returns, cause civilian deaths and injuries, exacerbate vulnerabilities, hinder safe access to humanitarian support, basic services and livelihoods, and ultimately compound the humanitarian crisis.
