Short Description:

Overall goal


The grant agreement between ADA and the Palestinian Ministry of Health on "Supporting the Creation of a national Non-Communicable Diseases Center" provides for an external project evaluation. The Austrian Development Cooperation has been supporting the creation of such a center for the last four years and has provided about € 1,8 Mio.


As detailled in the Terms of Reference, this evaluation aims to assess the progress of the project and the originally approved intervention logic and to nalyze how the project design and intervention logic have steered the achieved outputs/outcomes. The purpose of the evaluation is also for both MoH and ADA to receive recommendations on which to base considerations for any future cooperation.



In order to support the project’s stakeholders, the evaluation will:

a) Analyze the relevance, effectiveness, impact and sustainability of the project and make an assessment of achieved outputs/outcomes vis-à-vis the intervention logic.

b) Assess whether or not the intended specific objectives were achieved.

c) Help the donor to take a decision regarding the feasibility of continuing its support to the NCD Center.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
