Overall goal


Die österreichische Justiz ist bemüht die Länder SOEs bei der Festigung der Rechtsstaatlichkeit auf Basis der Grundwerte der EU zu unterstützen. Historisch gemeinsame rechtliche Wurzeln - wie im Falle Bosnien &Herzegowinas (BiH) - erleichtern dabei die Heranführung der Justizsysteme an die Staatenfamilie der EU.

Das ggstdl. Projekt unterstützt den Wiederaufbau der Grundbuchsverwaltung in BiH, die ursprünglich im 19. Jahrhundert von den österreichischen Behörden eingeführt wurde. In der Zeit des sozialistischen Jugoslawiens und während des Krieges in BiH zwischen 1992 und 1995 wurde das Grundbuchsystem arg in Mitleidenschaft gezogen.Das Vorhaben beinhaltet Schulungsmaßnahmen für Mitarbeiter der Gerichte in BiH, den Aufbau EDV-gestützter Grundbuchsdatenbanken an den Gerichten (inklusive Anschaffung von Hard- und Software), Unterstützung der Gerichte in BiH bei der Übertragung ihrer Daten in das neu aufzubauende elektronische System.Der Wiederaufbau des Grundbuchssystems stellt den Kernbestandteil der Umsetzung des ADA-Landesprogramms für BiH dar; damit wird eine wesentliche Voraussetzung für einen wirtschaftlichen Aufschwung des Landes geschaffen. Das Projekt wird zu einem Drittel von der schwedischen und der deutschen Entwicklungszusammenarbeit SIDA bzw. GTZ und der Austrian Development Agency (ADA) finanziert. Parallel zu diesem Projekt werden von der EU von 2008 bis 2010 auch permanente GPS Stationen errichtet, die u.a. zur Kartografierung eingesetzt werden sollen. Diese sollen eine präzise 3D Karte BiH's erstellen, die auch für die Landerfassung benutzt werden kann. Auch die Weltbank unterstützt BiH von 2007 bis 2012 mit rd. 15 Mio USD im Bereich Grundbuchreform durch ergänzende Maßnahmen.Dieses komplexe Vorhaben benötigt fachliche Begleitung durch juristische Experten, die internationale Erfahrung im Bereich Kataster- und/oder Grundbuchreform vorweisen können. Im Rahmen eines zweistufigen Vergabeverfahrens soll zusätzliche Expertise beauftragt werden.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
