Overall goal


Unterstützung der Republik Serbien bei den EU-Beitrittsverhandlungen im Verhandlungskapitel über Justiz und Grundrechte (Kapitel 23), um die Voraussetzungen zu erfüllen.


Expected results


1) Die vorbeugenden Anti-Korruptionsmaßnahmen werden gestärkt.

2) Die hemmenden Anti-Korruptionsmaßnahmen, welche den Interim Benchmarks entsprechen, werden gestärkt.

3) Der Schutz der Grundrechte, die den Interim Benchmarks entsprechen, werden gestärkt.

 


Target group / Beneficiaries


Das Vorhaben richtet sich an Verwaltungseinheiten der serbischen Regierung. Es soll durch Einsatz von direkten Kontakten und durch Schulungen eine höhere Sensibilität und Wissen über Anti-Korruption und Grundrechte in der serbischen Verwaltung erzielt werden.


Activities


Die Maßnahmen werden, was die Umsetzung der ADA betrifft, in den folgenden Themen der vorsorglichen Anti-Korruptionsmaßnahmen getroffen und werden in der Inception Phase detailliert geplant: Vermögensangaben, Interessenskonflikte, Kontrolle der Finanzierung von politischen Partnern, Schutz von Whistleblowern, Implementierung der GRECO Empfehlungen (Group of States against Corruption des Europarats) und Implementierung des Gesetzes zum freien Informationszugang. Für den Schutz und die Stärkung der Grundrechte wird ein Opferschutzprogramm in Zusammenarbeit mit dem österreichischen und serbischen Justizministerium implementiert.


Context


Es handelt sich um den OEZA-Beitrag i.d.H.v. EUR 500.000 zum EU-Projekt Facility supporting the strengthening of the Rule of Law in the Republic of Serbia. Das Projekt ist ein Teilprojekt, das von der GIZ koordiniert wird, und hat einen Gesamtumsatz i.d.H.v. EUR 6,5 Mio. Weitere Partner sind die OSCE, sowie das Center for Project Management (CPMA), welches seinerseits Teile der vorbeugenden Anti-Korruptionsmaßnahmen umsetzt. Für die Implementierung des ADA Teils werden Förderungen an die International Anti-Corruption Academy (IACA, Österreich), dem Center for the Prevention of Corruption (CPC, Slowenien) und dem Center vor Legal Competence (CLC) vergeben.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
