Short Description:

Overall goal


Projektziel ist es, die Republik Serbien speziell im „Chapter 23 – Rule of Law“ zu unterstützen, damit Serbien, speziell im Kapitel Anti-Korruption und Schutz der Grundrechte die Voraussetzungen (Interim Benchmarks, IBM) für die Beitrittsverhandlungen erreicht.


Expected results


Dieses Projekt wird von der Gesellschaft für Internationale Zusammenarbeit (GIZ) im Rahmen eines Multi Partner Contribution Agreement als „Organisation“ koordiniert, wobei folgende Outputs erreicht werden sollen:

• Output 1 – Die vorbeugenden Anti-Korruptionsmaßnahmen, welche den Interim Benchmarks entsprechen, sind gestärkt;

• Output 2 – Die repressiven Anti-Korruptionsmaßnahmen, welche den Interim Benchmarks entsprechen, sind gestärkt;

• Output 3 – Diejenigen Schutzmaßnahmen der Grundrechte, welche den Interim Benchmarks entsprechen, sind gestärkt.


Target group / Beneficiaries


Die Zielgruppen unterscheiden sich, je nach Output und sind insbesondere Stellen in der öffentlichen Verwaltung und in der Regierung. Die Definition und Bezifferung der Zielgruppen findet durch die fördernehmenden Organisationen in der Inception Phase des Projektes statt und wird mit Vorliegen des Inception Reports vervollständigt.


Activities


Die ADA wird Teile des Output 1 und des Output 3 über eine direkte Förderung implementieren, wobei weitere Teile des Output 1 vom litauischen Center for Project Management (CPMA) und Teile des Output 3 von der OSZE umgesetzt werden. Das Projektkonsortium sowie die Fördernehmerinnen wurden seitens der EU Delegation in Serbien angehalten, den Kontakt zu den Zielgruppen sowie die Detailplanung der Maßnahmen erst ab Vertragsunterzeichnung innerhalb der Inception Phase vorzunehmen. Mit Vorliegen des Inception Reports werden die detaillierten Maßnahmen vorliegen.

Die von der ADA im Output 1 verantworteten Teile der vorbeugenden Antikorruptionsmaßnahmen sollen im Rahmen einer Förderung einerseits von der Internationalen Anti-Corruption Academy (IACA) und andererseits vom slowenischen Center for the Prevention of Corruption (CPC) umgesetzt werden.

Für den Output 3 – Schutz der Grundrechte, soll für das Kapitel Opferschutz das Center for Legal Competence (CLC, Österreich) in Zusammenarbeit mit dem BMJ eine Förderung erhalten.


Context


Es handelt sich um den EU-Beitrag des gegenständlichen Projektes i.d.H.v. EUR 850.000, die OEZA-Kofinanzierung i.d.H.v. EUR 500.000 wird ergänzt. Das Projekt ist Teil eines Multipartnerprojektes, das von der GIZ koordiniert wird, die gesamte Vertragssumme beträgt EUR 6,5 Mio.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
