FAO’s Emergency Response to the Refugees Crisis in Uganda
The overall goal of the project is increased availability and access to diverse foods of sufficient quality and quantity by the new refugee caseload and their host communities in north-western Uganda.
1) Increased availability and diversity of nutritious and short maturing crops among 21,000 refugee and 9,000 host community households (105,000 refugees and 45,000 host community individuals) in Bidibidi, Imvepi and Palabek settlements
2) Increased access to energy saving stoves among 1,000 extremely vulnerable households (5,000 individuals).
Target group / Beneficiaries
The target group comprises 30,000 households (150,000 individuals), of whom 30% will be host community households and 70% refugees: 21,000 refugee and 9,000 host community households (105,000 refugees and 45,000 host community individuals), including 1,000 extremely vulnerable households (5,000 individuals) that will also receive energy saving stoves.
Implementation of project activities (delivery of inputs and services) will be a combination of direct implementation by FAO with the Ministries of Agriculture, Livestock and Fisheries at county level and through Letters of Agreement (LoAs) with partners that will be selected through a competitive bidding process. In addition, FAO partners with
the Agency for Accelerated Regional Development (AFARD) for services to Bidibidi and Imvepi settlements in Arua district, and with Food for the Hungry International Uganda to extend services in Palabek settlement, Lamwo district.
• Procurement and distribution of assorted quick maturing, high nutrient value staple crops, vegetable seed in
alignment with traditional diet, agriculture:
- Vegetable seed kits will comprise Okra (Clemson spineless, 100g), Kale (Kale keeper, 100 g), Eggplant (Black
beauty, 100g) and Cowpea (Secow 2, 1kg).
- Staple food crops will comprise maize (MM3, 5kg) and beans (K32, 5kg).
• Procurement and distribution of agricultural hand tools.
• Support to land preparation.
• Procurement and distribution of locally made energy saving cooking stoves.
The ongoing crisis in South Sudan has created significant population displacement and a massive influx of refugees to Uganda. Uganda currently hosts 1,021,903 South Sudanese, comprising the vast majority of the total refugee population of 1,355,764 refugees in the country (OPM/UNHCR, September 19, 2017). This year, FAO Uganda was barely able to reach 10% of the refugees who arrived in the country post July 2016. This project will complement on-going response projects to kick-start agricultural production in the first season of 2018. The action will contribute to the enhancement of food and nutrition security by restoring productive capacity through life-saving emergency agricultural livelihood interventions. This is envisaged to reduce dependency on food assistance and improve self-reliance. Through synergy with other on-gong concerns, and for sustainability, issues of environmental conservation will be covered alongside the agriculture related ones in form of energy saving stoves.
