Overall goal


Die OEZA unterstützt in Südafrika Ansätze und Strategien der Dezentralisierung. Durch die Verbesserung der regionalen und lokalen Regierungs- und Verwaltungstätigkeiten können wichtige Aktivitäten gestartet und durchgeführt werden, die zur Verbesserung der Lebensverhältnisse der Bevölkerung und somit zur Armutsverminderung beitragen. Dies ist besonders wichtig für kleine und arme Gemeinden im ländlichen Gebiet; dort ist der Entwicklungsbedarf am größten, die Kapazitäten aber gering. Das Projekt zielt auf diesen Bedarf der ärmsten Gemeinde, Blouberg, in der zweitärmsten Provinz, Limpopo, ab.


Das Projektziel ist die Förderung von GemeindemitarbeiterInnen und gewählten VertreterInnen durch fachliches Training und Ressourcen, damit diese in sinnvoller und fortlaufender Zusammenarbeit gesamtheitliche und nachhaltige Entwicklungsprozesse in den ländlichen Gebieten der Gemeinde Blouberg initiieren und durchführen.


Folgende Hauptaktivitäten sind geplant:

- Schaffung und Akkreditierung eines maßgeschneiderten Trainingprogramms für die GemeindemitarbeiterInnen und gewählten VertreterInnen

- Aus-/Weiterbildung und Förderung in der Mitwirkung der Gemeinde an den Entwicklungsaufgaben

- Aufbau von Ward Komitees unterstützen als institutionalisierte Mechanismen für die Mitwirkung der lokalen Bevölkerung bei Entwicklungsaufgaben

- Laufende Dokumentation der lessons learnt und best practises, Zusammenfassung zu einem "Modell", das als Vorbild für weitere ländliche Gemeinden in Limpopo dienen kann.

Die notwendige technische Expertise wird durch lokal akkreditierte Dienstleistern erbracht.


Die lokale Partnerorganisation ist die Blouberg Municipality (unterstützt wird diese durch eine lokal einzusetzende Projektmanagementagentur, welche direkt einer europäischen Implementierungsagentur verantwortlich ist). Zielgruppe sind die MitarbeiterInnen des Departments of Economic Planning and Development, gewählte VertreterInnen der zivilen Bevölkerung, Ward Committees und andere CBOs.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
