Overall goal


Die Implementation Support Unit (ISU) wurde im Jänner 2002 im Rahmen des Genfer Zentrums für humanitäre Entminung (GICHD) eingerichtet, um Vertragsparteien bei der Erfüllung der Aufgaben in Zusammenhang mit der Umsetzung der Ottawa-Konvention zu unterstützen. Die Aktivitäten der ISU werden durch freiwillige Leistungen der Vertragsstaaten an einen beim GICHD eingerichteten Fonds finanziert.


2004 leistet die ISU besondere Unterstützung für die Vorbereitung der 1. Überbprüfungskonferenz in Nairobi, deren Präsidentschaft von Österreich ausgeübt wird. Die Vorbereitung der Konferenz, insbesondere im Bereich der Kommunikationsaktivitäten, und die direkte Unterstützung des Vorsitzenden nimmt etwa 60% der Kapazität der ISU in Anspruch.


Daher dient der österreichische Beitrag 2004 einerseits der generellen Unterstützung der Arbeit der ISU, andererseits zur Unterstützung der gezielten Kommunikationsaktivitäten und der Umsetzung der Kommunikationsstruktur zur Vorbereitung der Überbprüfungskonferenz.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
