Overall goal


Die ISU ist maßgeblich für die Implementierung der Ottawa-Konvention und hat seit ihrer Gründung wertvolle Unterstützung bei der Vorbereitung der intersessionalen Arbeit im Rahmen der Konvention geleistet. Die ISU war von besonderer Wichtigkeit in der Vorbereitungsphase zur 1. Überprüfungskonferenz 2004 in Nairobi, deren Präsidentschaft von Österreich ausgeübt wird.

Damit gehört Österreich zu jenen Staaten, die besonders von der Unterstützung durch das ISU profitieren. Eine Unterstützung der ISU würde einem der Ziele des Minenaktionsprogramms, nämlich der Förderung der Universalisierung der Ottawa Konvention, entsprechen.

Österreich war im Jahr 2004 der zweitgrößte Zahler für das ISU-Budget. Aufgrund der Rolle Österreichs als Vorsitz der Konvention (bis zum nächsten Vertragsparteientreffen Nov./Dez.2005) und der großen Bedeutung, die Österreich dem Übereinkommen beimisst, wird auch im Folgejahr der Nairobi-Konferenz ein Beitrag in der Höhe von ¿ 46.000,- für das ISU geleistet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
