Landwirtschaft ist ein expliziter Fokus der OEZA in Mosambik. Dementsprechend unterstützt die OEZA den Sektor in Mosambik seit Jahren durch verschiedene Finanzierungsinstrumente. So wird die Umsetzung von PEDSA, die Strategie im Sektor Landwirtschaft 2011 - 2020, auf nationale Ebene gefördert.

Eine der vier Säulen von PEDSA ist die Steigerung der landwirtschaftlichen Produktion und Produktivität. Das Projekt PASF unterstützt die Umsetzung dieser Säule in der Provinz Sofala, der Schwerpunktprovinz der OEZA in Mosambik.

Durch Ausbildung von Kleinbauern in der Anwendung verbesserter landwirtschaftlicher Techniken (agricultura de conservação) und Technologien sowie einer verbesserten Lagerung und Diversifizierung der landwirtschaftlichen Produkte soll dies erreicht werden. Die Wissensvermittlung erfolgt über den Beratungsdienst der Provinzdirektion für Landwirtschaft der Provinzregierung Sofala. Ergänzt wird die landwirtschaftliche Beratung durch die Finanzierung von Infrastruktur, wie kleine Bewässerungsanlagen und Lagereinrichtungen. So soll der Nahrungsmittelbedarf der Kleinbauern gesichert werden und der produzierte Überschuss dient der Schaffung von Einkommen durch Vermarktung.

Die Zielgruppe des Projektes sind:

- die 89 MitarbeiterInnen des landwirtschaftlichen Beratungsdienstes der Provinz Sofala und 300 PromotorInnen auf Gemeindeebene

- sowie ca. 5000 ausgewählte KleinbäuerInnen, Mitglieder der 260 Bauervereinigungen (20 pro Distrikt) in der Provinz.

Insgesamt werden ca. 50.000 Menschen von der verbesserten Nahrungsmittelproduktion und erhöhtem Einkommen profitieren.

PASF wird vom mosambikanischen Landwirtschaftsministerium im Rahmen einer national execution durchgeführt. In Sofala selbst führt die Provinzdirektion für Landwirtschaft der Provinzregierung Sofala PASF in allen 13 Bezirken der Provinz Sofala durch.
