Overall goal


Das vorliegende Projekt wird in den Departments Sucre, Bolivar, Magdalena in Kolumbien durchgeführt mit dem Ziel, die Teilnahme der NSA bei der lokalen und regionalen Entwicklung in den angeführten Departments, d.h. partizipative Mechanismen und Instrumente (wie partizipative Finanzplanung und transparente Umsetzung) zu fördern.


Folgende Hauptaktivitäten werden durchgeführt:

(1) Formierung einer regionaler Koordinierungsstelle zur Planung einer gemeinsamen Zukunftsvision für die Region: Begleitung eines Organisationsentwicklungsprozesses für alle beteiligten lokalen und regionalen Institutionen und Organisationen;

(2) tiefgehende Analyse der Armutssituation der verschiedenen Zielgruppen (Indigene, Bauern, alleinerziehende Mütter, Straßenverkäufer, etc.) und Ausarbeitung eines partizipativen Planungsdokuments;

(3) Entwicklung einer "Trainingsschule" und Ausarbeitung eines Curriculums über die Anwendung partizipativer Mechanismen; (

4) Implementierung und Begleitung einer partizipativen Finanzplanung und Umsetzung bei den lokalen Regierungsstellen von Sucre, Magdalena und Bolivar und

(5) Förderung innovativer produktiver Kleinprojekte zur Steigerung des Haushaltseinkommens der im Projekt aktiven lokalen Familien. Vor allem auf Frauen richtet sich besonderes Augenmerk bei allen Projektaktivitäten.


Zielgruppe: die gesamt Bevölkerlung der angeführten Departments (ca. 210.000 Menschen).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
