Das Thema Menschenrechte und insbesondere die Sorge um die Rechte und die Lebensumstände der indigenen Bevölkerung stellen einen thematischen Schwerpunkt der OEZA in der zentralamerikanischen Region dar.

Dieses Projekt ist Teil der von Guatemala ratifizierten internationalen Pakte und des Abkommens zur Identität und Rechte der Indigenen Bevölkerung sowie des Friedensabkommens von 1996 zwischen der Regierung Guatemalas und den der URNG angehörigen politischen Gruppierungen. Als Annäherung an die von der OEZA festgelegten Programmoberziele stellt es einen Beitrag zur Verwirklichung des Friedensabkommens dar.


Das Programm umfasst 3 Komponenten, die im westlichen Hochland Guatemalas situiert sind:


1. Zweisprachige interkulturelle Erziehung in der Region des Oberlaufs des Samalá;

2. Förderung der Maya-Institutionen und des traditionellen Rechtssystems in Chichicastenango;

3. Frauenförderung und Staatsbürgerliche Rechte in Quetzaltenango.


Zu den Schwerpunkten der zweiten Phase gehören die Vertiefung der initiierten Entwicklungsprozesse und die zunehmende Vernetzung der einzelnen Programmkomponenten. Mehr Nachdruck soll in Zukunft auch auf die Bereiche Forschung und Systematisierung der Lessons Learned in den einzelnen Programmkomponenten gelegt werden.


Als Referenzprojekte sind der Round Table der lateinamerikanischen Ombudsleute und Menschenrechtsprokuratoren (Projekt 2427-00/2006) aber auch das Engagement der OEZA in den Atlantikregionen Nicaraguas zu nennen.

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
