Overall goal


Die OEZA fokussiert in der Schwerpunktregion Südliches Afrika in den Themen Rechtsstattlichkeit und Menschenrechte sowie Infrastruktur. Die strategische Zielsetzung der OEZA ist ein Beitrag zur Armutsminderung zu leisten. Dabei arbeitet die OEZA mit der SADC zusammen.


Die OEZA bewertet Frieden und menschliche Sicherheit als eine der Hauptvoraussetzungen für nachhaltige menschliche Entwicklung und Armutsminderung. Das Südliche Afrika inkludiert Länder mit einer post conflict Situation als auch fragile states. In beiden Situationen ist die Wahrnehmung von aktiver Konfliktvermeidung im weiteren Sinn eine Voraussetzung für nachhaltigen Frieden.


In diesem Kontext ist das gemeinsam mit der SADC (Politisches Organ) geplante Seminar zu sehen. Die Zielsetzung des Seminars ist, dass VertreterInnen der SADC MS, der zivilen Bevölkerung und politische EntscheidungsträgerInnen diskutieren die Sicherheits- und Entwicklungsherausforderungen im Südlichen Afrika und identifizieren Maßnahmen um Konfliktmanagement und Friedenssicherung in der Region zu stärken.


Dabei werden die folgenden Themen behandelt: i) An African Peace Architecture (the AU, SADC, EU and UN), ii) Human Security and Development in Southern Africa, iii) Peacebuilding, State Building and Development in Southern Africa, iv) Women, Security and Development in Southern Africa und v) Peace Operations and Development in Southern Africa.


TeilnehmerInnen sind hohe Beamte der SADC MS (die auf Ersuchen von FBM Plassnik von den jeweiligen AmtskollegInnen nominiert werden), der Vorsitzende des Politischen Organs der SADC und VertreterInnen von wissenschaftlichen Institutionen, NROs und Geberstaaten.

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
