Overall goal


Im Nordosten Montenegros werden durch vorliegendes Projekt Maßnahmen zur Verbesserung der touristischen Infrastruktur gesetzt und nachhaltige Interventionen im Bereich der Regionalentwicklung verfestigt. Nachdem im Vorgängerprojekt (PN: 7942-01/2004)die Gemeinden um den Nationalpark Bjelasica sich zu einem Tourismusverband zusammengeschlossen haben,soll numehr eine nachhaltige Entwicklung der Region sichergestellt werden. Der Verband soll befähigt werden, eine nachhaltige Selbstverwaltung und Selbstfinanzierung in Zusammenarbeit mit den lokalen Behörden und der Zivilgesellschaft aufzubauen.

Vorliegendes Projekt zielt darauf ab - in Kohärenz mit den prioritären Maßnahmen der österreichischen Entwicklungszusammenarbeit in Montenegro "Regionalentwicklung und Tourismus" - im Nordosten Montenegros einen effizienten Beitrag zur Entwicklung der Region, zur Schaffung von Arbeitsplätzen sowie zu nachhaltiger touristischer Nutzung der vorhandenen Potenziale zu leisten, wobei auf Ökologie und Umweltschutz ausdrücklich Bedacht genommen wird. Vorliegendes Projekt bildet das Kernstück des ADA - Engagenments in Montenegro.

Darüber hinaus ist es deklarierte Zielsetzung des Projekts zu interethnischemVerständnis in der Projektregion beizutragen. Es sollen Fähigkeiten und Fertigkeiten für eine umfassende nachhaltige Entwicklung der Region entstehen, die sowohl dem Tourismus als auch anderen (wirtschaftlichen) Bereichen wie auch dem Natur- und Umweltschutz zugute kommen.

Das Planungsgebiet der arbeitsplatzschaffenden und den Tourismus ankurbelnden Maßnahmen wird innerhalb der Gemeindegrenzen signifikant erweitert und die Verbesserung der touristischen Infrastruktur in der Region vertieft.

Besonders erfolgreiche Initiativen und Aktivitäten werden als Pilotprojekte auch in anderen Regionen durchgeführt. Die Umsetzung erfolgt in Form von Beratungsleistungen sowie in Form von Aktivitäten eines sog."Small Project Fund",welcher die Durchführung konkreter touristischer Maßnahmen ermöglicht.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
