Overall goal


Die Stärkung von Kapazitäten relevanter Akteure für wirtschaftliche und soziale Entwicklung auf Gemeindeebene steht im Mittelpunkt dieses Projektes. Das Vorhaben baut auf in den letzten Jahren geleisteten Arbeiten in Projekten der Österreichischen Entwicklungszusammenarbeit auf, und wird in drei Projektregionen Zentralamerikas (Masaya und Estelí in Nicaragua sowie La Libertad in El Salvador) umgesetzt. Der lokale Projektpartner ist die zentralamerikanische Zweigstelle der Unión Iberoamericana de Municipalistas. Die Ausbildung von MitarbeiterInnen und Mandataren von Lokalregierungen, KleinunternehmerInnen und VertreterInnen von lokalen Organisationen steht im Mittelpunkt. Sie trägt zur Verbesserung von Strukturen und Mechanismen von Kooperation und Kommunikation bzw. von Wissensaustausch bei.

Es werden drei Diplomlehrgänge mit je 30 TeilnehmerInnen zur Ausbildung für lokale wirtschaftliche und soziale Entwicklung konzipiert und umgesetzt. Darüber hinaus wird eine Lehre für insgesamt 40 TeilnehmerInnen angeboten, sie richtet sich an bereits in der Gemeindeverwaltung tätige Personen und an Interessenten, wobei die angemessene Berücksichtigung von Jugendlichen und die Erreichung eines Gendergleichgewichtes als wichtig angesehen wird. Weiters werden mittels Austauschaktivitäten (ca. 200 TeilnehmerInnen), Studien, Veranstaltungen und Publikationen die gemachten Erfahrungen reflektiert, aufbereitet und zugänglich gemacht. Dabei handelt es sich um den Aufbau einer kontinuierlichen Aus- und Fortbildung, welche mittelfristig von nationalen und subregionalen Instanzen übernommen werden kann. Die inhaltliche Gestaltung der Ausbildungskomponenten erfolgt zusammen mit den Gemeindeverbänden auf der Grundlage von Bedarfserhebungen in den konkreten Projektregionen sowie bereits gemachter Erfahrungen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
