Der Nelson Mandela Children's Fund wurde am 17. Februar 1995 als karitativer und damit steuerbefreiter Trust gegründet. Seine Gründung stellt die Umsetzung zweier Versprechen von Nelson Mandela dar. So hat er 1993 anlässlich der Annahme des Friedensnobelpreises das neue Südafrika dazu verpflichtet, die Ziele der "World Declaration on the Survival, Protection and Development of the Child" umzusetzen, und sich in Umsetzung dieses Zieles am 16. Juni 1994 selbst dazu verpflichtet, ein Drittel seines persönlichen Einkommens für fünf Jahre den Kindern Südafrikas zu spenden. Bereits bis Ende 1999 wurden von Österreich Spenden im Ausmaß von 2,5 Mio. Rand zur Verfügung gestellt.

Mit diesem Beitrag sollen zwei Schlüsselkomponenten des Funds unterstützt werden:das "Early Childhood Care and Development"- sowie das "Education and Development"-Programm. Beide Programme, die sich auf die ländlichen Gebiete konzentrieren, implementieren neue Bildungsmodelle für benachteiligte Kinder und Jugendliche durch

- die Förderung der Vorschulkinder durch Bildungsprogramme, die im Elternhaus ansetzen, und

- "Life-skill"- und Unternehmerprogramme für Jugendliche.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
