Das gegenständliche Vorhaben versteht sich als eine Weiterentwicklung des Projektes Parlamentarischer Nord-Süd Dialog . Im Rahmen des Vorgängerprojektes konnte zwar sowohl das Interesse der Abgeordneten und der MitarbeiterInnen im österreichischen Parlament für ein Spektrum an entwicklungspolitischen Themen gesteigert werden als auch die Bereitschaft sich für den Nord-Süd Dialog zu engagieren. Jedoch erfordern strukturelle Veränderungen sowohl auf der institutionell-systemischen als auch auf der individuell-kognitiven Ebene viel Zeit, um zu einem etablierten Bestandteil einer gelebten Kultur zu werden. Im Rahmen des Nachfolgeprojektes gilt es daher den Dialog zu institutionalisieren und eine interparlamentarische Zusammenarbeit aufzubauen. Das Projekt setzt 4 Schwerpunkte: ¿ Forcierung von entwicklungspolitischer Bildung im Österreichischen Parlament durch die Abhaltung von Veranstaltungen, der regelmäßigen Erstellung eines Newsletter sowie durch eine Website. ¿ Intensivierung der Partnerschaft zwischen dem österreichischen und mosambikanischen Parlament ¿ Realisierung der, im Rahmen der Partnerschaft vereinbarten, Projekte ¿ Stärkung der AWEPA ¿ Sektion im österreichischen Parlament Wie auch schon im Projekt Parlamentarischer Nord-Süd Dialog wird ein Beirat unter dem Vorsitz von Parlamentspräsidentin Barbara Prammer das Projekt begleiten und über die Inhalte und zeitlichen Abläufe von Veranstaltungen, Beiträgen im Newsletter und auf der Website entscheiden sowie über alle im Zusammenhang mit dem Projekt stehenden Aktivitäten. Projektaktivitäten in Mosambik basieren auf einer Priority List, die vom mosambikanischen Parlament im Herbst 2007 erstellt wurde. Sie beinhalten ein Austauschprogramm von MitarbeiterInnen, Arbeitstreffen von Abgeordneten zu ausgewählten Themen sowie finanzielle Unterstützung im Bereich des Ankaufs von IT-Ausstattung. AWEPA wird als Projektpartner einerseits die Arbeit im österreichischen Nationalrat durch inhaltliche Inputs unterstützen und

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
