Follow-up on the Supply of the Total Organic Carbon Device (TOC) – Contribution to Repair and Rehabilitation Measures at the Deir Al Balah Desalination Plant in the Gaza Strip
Short Description:
Overall goal
The Purpose of this project is to enable the Coastal Municipal Water Utility (CMWU) laboratory to monitor water quality in terms of the total organic carbon (TOC) concentrations, in order to prevent the water resources, including the desalinated water, from pollution and secure sustainable drinking water.
Expected results
- A successfully tested TOC device as per the technical specifications and catalogues is handed-over to the CMWU laboratory.
- The technical capacity of the CMWU women and men laboratory staff is improved in relation to the technical operational aspects of the TOC device.
Target group / Beneficiaries
The project target group is a population of 12,000 residents (50.8% males and 49.2% females), which is the number of people residing in Al Bassa area in Deir Al Balah. The the desalinated water will be blended with the groundwater in a way that the blended water shall meet the World Health Organization drinking water quality standards. Hence, all the desalinated water in the Gaza Strip will be subject to the monitoring procedures using, among other monitoring devices, the TOC device. Therefore, the beneficiaries of this project in the long run will be all the citizens of the Gaza Strip estimated at 1.98 Million people.
Activities
1.1 Test the TOC device, using controlled samples (with previously-known TOC concentrations).
1.2 Hand-over the TOC device to the CMWU laboratory.
1.3 Develop the technical capacity of the women and men staff at the CMWU laboratory.
Context
During the period 01 October 2017 up to 28 February 2019, the Palestinian Water Authority (PWA) implemented the project titled “Repair and Rehabilitation Measures at the Deir Al Balah Short-Term Low-Volume (STLV) Desalination Plant” – referred to in the document as the “Original Project” - with funding from the Austrian Development Agency (ADA).
This original project was completed by successfully achieving its purpose of “doubling the capacity of Deir Al Balah Short Term Low Volume (STLV) Desalination Plant from 300 cubic meters per day to 600 cubic meters per day”. In addition, this project included equipping the water quality laboratory of the CMWU with necessary equipment, including a TOC Analyzer. However, lack of locally-available technical expertise hindered the optimum operation of the TOC device and therefore the handing-over of the TOC device during the implementation period of the original project was considered as unsuccessful and in result the associated costs of the TOC device were not covered by the original project.
