Overall goal


Die Einrichtung eines Fonds zur Kapazitätsentwicklung (Capacity Development Fund) im Jahr 2001 hat es dem Koordinationsbüro in Thimphu (ACB) ermöglicht, rasch und unbürokratisch kleinere Vorhaben im Bereich von Aus- und Fortbildung, Workshops, Studien, Publikationen u.a. zu fördern und in Zusammenarbeit mit bhutanischen Institutionen / Personen, geeigneten Ausbildungsstätten vorzugsweise in der Region oder in Österreich durchzuführen. Als wichtigstes Subprojekt wäre die Zusatzfinanzierung zum Masters Programm am AIT (Asian Institute of Technology, Bangkok) zu nennen, die dazu geführt hat, dass diese vergleichsweise kostengünstige Ausbildung in der Region mittlerweile von bhutanischen Studenten sehr gerne genützt und allseits geschätzt wird.

Die Maßnahmen im Rahmen dieses Fonds zur Kapazitätsentwicklung sollen weiterhin das österreichische Engagement in den Sektoren Energie, Tourismus, Hochgebirgsökologie sowie Pflege und Erhaltung des kulturellen Erbes unterstützen und - falls möglich - Synergien zwischen den Sektoren herstellen. Querschnittsthemen wie Demokratieförderung, Gender, Umwelt, Good Governance sollen ebenfalls berücksichtigt werden. Besonders wichtig ist in diesem Projekt die Kapazitätsentwicklung von Frauen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
