Overall goal


Das Projekt dient dem Aufbau von personellen und institutionellen Kapazitäten der Partner der Österreichischen Entwicklungszusammenarbeit (OEZA) in Burkina Faso. Zielgruppe dieses Vorhabens sind MitarbeiterInnen von Partnerinstitutionen wie Ministerien, Nichtregierungsorganisationen, Handwerksverbände, u.ä. Gefördert werden bis zu dreijährige Ausbildungen und bis zu einjährige Fortbildungen im Land und in der Region Westafrika, die in direktem Zusammenhang zu den drei Schwerpunktsektoren der OEZA in Burkina Faso stehen, nämlich Nachhaltige Ländliche Entwicklung, Handwerksförderung/Klein- und Mittelbetriebe sowie Berufsbildung.


Zu diesem Zweck wird wie bereits in Vorgängerprojekten ein vom Koordinationsbüro Ouagadougou verwalteter Stipendienfonds eingerichtet. Nach einer Pilotphase zum Testen neuer Ansätze und Abwicklungsprozesse im Jahr 2009 umfasst der vorliegende Vertrag nunmehr die Bewerbungszyklen für die Jahre 2010, 2011 und 2012. Als Ergebnis sollen mindestens 20 Stipendien pro Jahr vergeben und langfristig eine tatsächliche Stärkung der Kapazitäten der Partnerinstitutionen in der Umsetzung ihrer Aufgaben erzielt werden.


Die Stipendiaten sind angehalten, in ihrem Abschlussbericht am Ende ihrer Aus- oder Fortbildung u.a. eine Bewertung über die Abwicklung des Programms abzugeben, deren Ergebnisse in die regelmäßigen Berichterstattung einfließen werden. Darüber hinaus werden ihre ArbeitgeberInnen, deren Unterstützung ein Auswahlkriterium darstellt, zwei Jahre nach Abschluss der Fortbildung um Rückmeldung ersucht, um die tatsächliche Verbesserung der Kapazitäten beurteilen zu können. 2014 ist eine Evaluierung des Fonds geplant.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
