Seit 2005 leistet Österreich in Nicaragua gemeinsam mit anderen Gebern einen Beitrag zur Programmhilfe im Gesundheitssektor. Das nicaraguanische Gesundheitsministerium wird dabei von den Gebern direkt finanziell unterstützt. Aufgrund der guten Erfolge und des anhaltend großen Bedarfs wird sich Österreich für die nächsten zwei Jahre weiterhin an der Korbfinanzierung zur Unterstützung des Sektorprogramms Gesundheit gemeinsam mit anderen Gebern (Niederlande, Finnland, Spanien und UNFPA) beteiligen. Zur Beurteilung der bisher erreichten Ergebnisse und der neuen Rahmenbedingungen wurde eine interne Analyse durch Kobü, Länderdesk und die Themenreferentin für Öffentliche Finanzen und Verwaltung erstellt.


Inhaltlich geht es bei dem ggst. Vertrag um die anteilige Finanzierung des Fünf-Jahres-Planes 2011-2015 der nicaraguanischen Regierung im Gesundheitssektor. Folgende Ziele stehen im Mittelpunkt:


1. Allgemeiner kostenfreier Zugang zu medizinischer Grundversorgung (Basisgesundheit);

2. Verbesserung der Behandlungsqualität durch einen integralen und bedarfsorientierten Gesundheitsansatz sowie die kontinuierliche Qualifizierung des Gesundheitspersonals;

3. Intersektorielle Zusammenarbeit zur Verbesserung der allgemeinen Gesundheitssituation der Bevölkerung (z.B. Ernährungssicherheit, Erziehung, Siedlungshygiene, Gewaltprävention) und Einbeziehung der Bevölkerung bei strategischen Entscheidungen.


Verbindung zu Projekt:

Im Gesundheitssektor unterstützt die OEZA in Nicaragua auch das von Horizont 3000 durchgeführte Projekt 1494-00/2011 'Basisgesundheitsversorgung und HIV/Aids-Betreuung für die Bevölkerung in den Karibikregionen Nicaraguas', wobei u.a. mit der Regionalregierung der RAAN und dem Gesundheitsministerium kooperiert wird.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
