Overall goal


Seit 2005 leistet Österreich in Nicaragua gemeinsam mit anderen Gebern (Schweden, Finnland, Niederlande Spanien, UNFPA und Weltbank) einen Beitrag zur Programmhilfe im Gesundheitssektor. Das nicaraguanische Gesundheitsministerium wird dabei von den Gebern direkt finanziell unterstützt, um den nationalen Entwicklungsplan (2010-2013) im Gesundheitssektor zu verwirklichen.


Folgende Ziele des 3-Jahres-Plans stehen im Mittelpunkt:

1. Erhöhung der Qualität und der Zugangsmöglichkeiten zur medizinischen Grundversorgung vor allem für die ländliche Bevölkerung (insbesondere für Mütter und Kinder);

2. Ausbau von medizinischen Einrichtungen in den Zielgebieten, um für die ärmsten Bevölkerungsgruppen die medizinische Grundversorgung sicher zu stellen.

3. Stärkung der institutionellen Kapazitäten (institution building) sowie Förderung der Dezentralisierung und der Einbeziehung der Bevölkerung bei strategischen Entscheidungen.


Die Umsetzung der mittelfristigen Gesundheitspläne ist bisher sehr zufriedenstellend verlaufen. Die wichtigsten Fortschritte bestehen in der Halbierung der Müttersterblichkeit, der Reduzierung der Kindersterblichkeit sowie der erfolgreiche Bekämpfung von Malaria und Tuberkulose.

Mittelfristig wird erwartet, dass eine allmähliche Erhöhung der Pro-Kopf-Ausgaben im Gesundheitsbereich sowie die kostenfreie Behandlung und Abgabe von Medikamenten zu einer generellen Verbesserung der Gesundheitssituation der ärmsten Bevölkerung beitragen wird. Mehr Aufmerksamkeit und Unterstützung soll der Eindämmung von HIV/AIDS gewidmet werden.

1494-00/2008 'Programm zur HIV/AIDS-Betreuung der Bevölkerung in den Karibikregionen Nicaraguas' (von Horizont3000 durchgeführt und von OEZA unterstützt), womit ein Teil der nationalen HIV/AIDS-Strategie umgesetzt wird

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
