Overall goal


Das Projekt zielt auf die Verbesserung und Erweiterung der technischen und fachlichen Kapazitäten des Office for Sustainable Development (OSD) ab. Dabei wird das Kernmandat des Büros - die Unterstützung der Umsetzung der nationalen Politik zur nachhaltigen Entwicklung - durch fachspezifische Trainings im Bereich sustainable consumption and production (SCP) sowie corporate social responsibility (CSR) unterstützt. Als Resultate liegen ein überarbeiteter Plan zur nachhaltigen Entwicklung Montenegros (NSSD), jährliche NSSD Fortschrittsberichte sowie ein Bericht über SCP an die UN CSD vor. Über das bestehende Kernmandat hinaus erwirbt das OSD Team technische Fertigkeiten im Bereich Proposalwriting, Monitoring und Project Cycle Management (PCM). Diese Fertigkeiten werden kombiniert mit fachspezifischem Sprachtraining (D, E und I).Das OSD unterstützt über sein bisheriges Kernmandat hinaus den Erfolg der OEZA finanzierten Projekte und betreibt fachliches Backstopping gegenüber den Projektpartnern sowie logistische Unterstützung von Monitoring-Missionen und Evaluationen. Damit werden die vom Team erworbenen Grundkenntnisse zu PCM in der Praxis angewandt und das Büro übernimmt Mitverantwortung in der Qualitätskontrolle OEZA finanzierter Projekte. Diese 30monatige Partnerschaft der OEZA mit der Regierung Montenegros ist wesentlicher Bestandteil einer institutionalisierten Übernahme des Projektportfolios durch Montenegro. Das OSD der montenegrinischen Regierung wurde 2005 auf Initiative der UNO gegründet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
