Short Description:

Overall goal


Oberstes Ziel:

Beitrag zur Anpassung der Mitarbeiter im Gesundheitswesen gemäß der Bevölkerungszahl, Erreichung gleichmäßiger Verteilung der Arbeitskräfte in Kenia.

Spezielles Ziel: Steigerung der Bereitschaft von CSOs, Regierungsangestellter und anderer NSA für Health Human Resource (HRH) Themen in Kenia.

Kenia hat mit vielschichtigen Problemen im Gesundheitsbereich zu kämpfen: Rückgang der Beschäftigten im Gesundheitswesen; veraltete Lehrpläne; ungleichmäßige Verteilung der Mitarbeiter im Gesundheitswesen im Land; Mangel an effektiver Personalplanung und Führung im Gesundheitswesen; Abwanderung qualifizierter Arbeitskräfte; etc.

Ein Schwerpunkt des Projekts ist die enge Zusammenarbeit mit der kenianischen Regierung hinsichtlich der Umsetzung der erklärten nationalen Ziele im Gesundheitsbereich (strategischer Personalplan für das Gesundheitswesen aus dem Jahre 2009; Umsetzung der Abuja Erklärung, die besagt, dass 15% der gesamten Regierungsausgaben in den Gesundheitssektor fließen sollen; Umsetzung der "Gemeinde-Strategie", die darauf abzielt, die kenianischen Haushalte und Gemeinden zur Verbesserung ihrer Gesundheit zu ermutigen).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
