Overall goal


Das Projekt leistet einen essenziellen Beitrag zur Erzielung von Geschlechtergleichstellung und Empowerment von Frauen in Albanien auf zwei Ebenen: einerseits unterstützt es die Gender Focal Points (GFP), um ihren Aufgaben gerecht zu werden; andererseits ermächtigt es die Zivilgesellschaft, die Genderpolitik der Regierung auf lokaler, regionaler und nationaler Ebene aktiv zu unterstützen, aber auch kritisch zu hinterfragen.

Zielgruppen: GFP, ca. 40 NRO, lokale Verwaltungen

Resultate:

* Die GFP verfügen über das nötige Know-How und arbeiten effektiv

* Ausgewählte lokale NROs sind geschult und arbeiten mit den regionalen GFP und der Lokalregierung gemeinsam an der Umsetzung einer gendersensiblen Politik

* Lokale EntscheidungsträgerInnen in ausgewählten Gemeinden sind geschult und berücksichtigen in ihrer Arbeit (Politik und Verwaltung) gendersensible Prinzipien

* Etablierung von Plattformen und Prozessen für Vernetzung der Beteiligten (Regierung-Verwaltung-Zivilgesellschaft) führt zu gesteigerter Transparenz in Entscheidungsprozessen

* Öffentlichkeit nimmt Geschlechtergerechtigkeit als gesamtgesellschaftlich relevantes Ziel wahr

Aktivitäten:

* Workshops und Fortbildungen zum Kapazitätenaufbau mit GFP, lokalen NROs und AnspruchsträgerInnen

* Bewertung von regionalen Entwicklungsplänen

* Ausarbeitung von Methodenhandbüchern für EntscheidungsträgerInnen

* Entwicklung einer Genderdatenbank

* Etablierung eines nationalen GFP Netzwerkes

* Öffentlichkeitsarbeit

* Nationale Genderkonferenz

Umsetzung:

Unter der Leitung einer internat. Genderexpertin wird das 4-jährige Projekt von Horizont3000 mit der albanischen NRO ¿Gender Alliance for Development Center¿ umgesetzt. Weitere Partner: Directorate of Equal Chances, Department of Decentralisation and Local Governance im Ministry of Labour, Social Affairs and Equal Opportunities; Department of Strategy and Donor Coordination im Council of Ministers. Kofinanzierung: Welthaus Diözese Graz-Seckau.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
